Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan has proposed setting the retail price of liquefied gas for households at 5,000 soums per kilogram, including value-added tax (VAT), from 1 November 2026. Families eligible for social support would receive compensation of 3,000 soums for each kilogram purchased, capped at 20 kilograms per month.
The measures are outlined in a draft Cabinet of Ministers resolution submitted for public consultation, according to the portal for discussing draft regulatory legal acts.
The document was prepared to implement Presidential Resolution No. PP-326 of 12 September 2026 on reforming the household liquefied gas supply system and gradually introducing market mechanisms. The resolution also established LPG-Trade LLC, which is owned by Hududgazta'minot JSC.
Under the draft, the maximum delivery service charge for LPG-Trade and businesses participating in the project would be set at 1,300 soums per kilogram, including VAT. LPG-Trade's expenses would be reimbursed from the republican budget.
The proposed subsidy would cover the difference between the retail price and the combined amount of the gas exchange price and the operator's markup, excluding VAT. The subsidy would be calculated monthly based on actual supply volumes. Imported gas would be valued using the average exchange price for the preceding month.
The operator would submit its calculations to the Ministry of Energy by the fifth day of the following month. The ministry would review them within three working days and forward them to the Ministry of Economy and Finance, which would transfer the funds to the operator's account within five working days.
If the operator is found to have submitted inaccurate information or used the funds for purposes other than those intended, the money would have to be returned to the budget.
Social compensation would be available until 1 January 2030, with payments of up to 60,000 soums per family per month.
Eligible recipients would include families listed in the Social Register, as well as families not included in the register that meet its eligibility criteria and whose average monthly income per household member does not exceed twice the minimum consumer expenditure. Families living with orphaned children or children deprived of parental care would also qualify.
Applications could be submitted through public service centres, Inson social service centres, a mahalla social worker, the Unified Portal of Interactive Public Services or the Ijtimoiy karta mobile application. The service would be free of charge.
Eligibility would be checked automatically by cross-referencing household information with gas purchase records. If the requirements are met, compensation would be granted from the month in which the application was submitted and transferred to the recipient's social card.
Subsequent payments would be made monthly without requiring a new application. Applications could be rejected only if the family does not belong to an eligible category or has not purchased gas during the month in which it applied.
To enable these checks, Hududgazta'minot JSC and the National Agency for Social Protection must integrate the E-gaz Billing information system with the Unified National Social Protection system by 1 November 2026.
The draft also addresses apartments shared by two or more families. As an exception, each family would be allowed to receive a separate household gas cylinder even if the apartment has only one cadastral identification number.
To qualify, the apartment must have a gas stove, either shared or separate, and a kitchen that meet technical requirements. The mahalla's seven-member community group and gas supply employees would inspect the premises and draw up an official report.
The Committee for the Development of Competition and Protection of Consumer Rights would be tasked with maintaining ongoing oversight to prevent artificial increases in liquefied gas prices on commodity exchanges.
The Ministry of Economy and Finance and the Ministry of Energy must also submit proposals to the Cabinet of Ministers by 1 May 2027 on liberalising regulated prices for liquefied gas.
