Uzbekistan Proposes 10-Fold Tax Hike for Certain Greenhouses

Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan's Ministry of Economy and Finance has submitted draft amendments to the Tax Code for public discussion, proposing a tenfold increase in property tax and land tax rates for certain greenhouse operations in Tashkent and several districts of the Tashkent region.

Under the draft proposal, the 10-fold tax rates would apply to greenhouses located in Tashkent city, as well as in the Yukorichirchik, Kibray, Yangiyul, Zangiata, and Tashkent districts of the Tashkent region. Existing tax exemptions would no longer apply to these facilities.

Exceptions are proposed for greenhouses where heating equipment (boiler plants) has been dismantled, as well as for facilities utilizing electric heating. Information on qualifying greenhouses will be provided by the authorized body for ecology and environmental protection.

A similar procedure is proposed for the land plots occupied by these greenhouses. For these properties, the land tax rate would be set at ten times the standard rate established for agricultural lands, with no tax exemptions applicable. Exceptions would likewise apply to greenhouses operating without boilers or utilizing electric heating.

According to the Ministry of Economy and Finance, the proposed changes aim to improve energy resource efficiency and promote the development of a modern, environmentally sustainable greenhouse infrastructure.
