Uzbekistan Introduces Private Construction Oversight

Tashkent, Uzbekistan (UzDaily.com) — The Government of Uzbekistan has approved a procedure introducing private construction control for the construction and reconstruction of individual housing, as well as small non-residential buildings and structures. The new rules are established under an approved regulation governing activities in this sector.

According to the document, private construction control is carried out on the basis of a contract concluded between the project owner and the inspector. At the same time, such supervision remains a voluntary decision of the property owner or developer.

Inspection activities must be conducted at least once a month, while the duration of each inspection is limited to one working day, defining the operational framework for specialists at construction sites.

The regulation also sets out key construction stages subject to control, including excavation work, foundation installation, construction of load-bearing structures, erection of walls and enclosing structures, as well as roofing and other construction works.

The developer is required to notify the private inspector upon completion of each construction stage no later than two days in advance. The notification may be submitted electronically or in written form.

Upon receiving the notification, the inspector must appoint a certified specialist within one working day to carry out the site inspection.

Based on the inspection results, a conclusion is issued within up to five working days, either confirming compliance or identifying violations.

If necessary, the inspector may conduct an additional site visit before making a final decision.

The new system is aimed at increasing transparency in construction activities and strengthening technical oversight at all key stages of building projects.
