Tashkent, Uzbekistan (UzDaily.uz) — Head of the Presidential Administration of Uzbekistan Saida Mirziyoyeva met with executives of investment company BlackRock in New York. The sides discussed the launch of the Tashkent International Financial Centre (TMFC) in 2027, Mirziyoyeva said.
The meeting was attended by BlackRock President Robert Kapito, Vice Chairman Thomas Donilon, Global Infrastructure Partners Chairman and CEO Adebayo Ogunlesi, as well as Charles Hatami, Global Head of BlackRock’s Financial and Strategic Investors Group and Head of the Middle East.
According to Mirziyoyeva, BlackRock is assisting in developing the concept and structure of the Tashkent International Financial Centre.
The development of the financial centre had previously been discussed at the state level. In March 2026, Uzbekistan President Shavkat Mirziyoyev reviewed initiatives for its establishment.
In September, Mirziyoyeva was appointed Governor of the Tashkent International Financial Centre while retaining her position as Head of the Presidential Administration.
The legal status of the TMFC is established by the Constitutional Law “On the Tashkent International Financial Centre,” signed by President Shavkat Mirziyoyev on 10 July. The document sets out the principles governing the centre, its management structure and a special legal regime for its operations.
The TMFC will apply the principles, legislation and judicial precedents of England and Wales insofar as they do not contradict the Constitution of Uzbekistan. The law also defines the powers of the Tashkent Financial Services Authority and the Tashkent International Commercial Court.
The financial centre is being established on the territory of the Tashkent City complex. Work on its creation began in late March following the signing of a corresponding presidential decree.
The TMFC’s main areas of activity will include attracting investment, developing the capital market, expanding the range of financial services and creating an ecosystem for innovation and professional services. The centre is planned to develop banking, insurance and Islamic finance, fintech, e-commerce, as well as digital and crypto-asset markets.
A joint roundtable with representatives of the US business community was also held in New York. Participants discussed the prospects for the development of Uzbekistan and the region over the coming decades.
“Uzbekistan is opening up to major high-quality investments,” Mirziyoyeva said.
