Russia to Tighten Controls on Foreign Road Carriers from September 1

Tashkent, Uzbekistan (UzDaily.uz) — The Ministry of Transport of Uzbekistan has issued an official warning to domestic companies engaged in international road transport.

The ministry announced that starting 1 September 2026, the Russian Federation will significantly tighten controls over the activities of foreign road carriers and introduce a strict automated procedure for checking financial obligations.

Under the new regulations, specialized systems will automatically verify the existence of any outstanding debts when foreign vehicles enter Russia. The checks will cover unpaid administrative fines, outstanding fees in the "Platon" state toll collection system for heavy goods vehicles, and unpaid tolls for using federal and regional toll roads.

The ministry emphasized that if any unpaid amounts are detected, the subsequent movement of the vehicle on Russian roads will be blocked. The restriction will be lifted only after all existing debts are fully paid.

These requirements apply equally to carriers whose destination is within the Russian Federation and to logistics companies performing transit cargo transport through Russian territory to third countries.

In connection with the upcoming changes, the Ministry of Transport of the Republic of Uzbekistan recommends that national road carriers plan their logistics carefully. To avoid downtime at the border and cargo delays, operators are instructed to check vehicles in advance against databases for fines, the "Platon" system, and toll road operators, and to complete all settlements before actually crossing the state border of Russia.
