NAPP Approves Regulations for Besqala Mining Zone
Tashkent, Uzbekistan (UzDaily.uz) — The National Agency of Perspective Projects (NAPP) has approved the regulations governing the operations of the Besqala Mining Valley special mining zone. The document was registered by the Ministry of Justice on 8 July 2026.
The regulations define the procedure for organizing and functioning the special zone, requirements for residents, registration procedures, as well as their rights, obligations, and provided privileges. The draft document was published for public discussion in May of this year.
According to the approved rules, residents of the Besqala Mining Valley will be able to use electricity for mining from both the unified energy system and renewable energy sources, including hydrogen power plants.
In addition, the document permits the use of low-profit oil and gas fields with low yield and production volumes for power supply, in cases where hydrocarbon transport infrastructure is missing or degraded.
The special mining zone encompasses the entire territory of Karakalpakstan.
The regulation establishes requirements for the registration of residents and the execution of mining activities, the list of required documents, the procedure for submitting and reviewing applications, as well as the procedures for re-registering, extending, suspending, terminating, and canceling a resident certificate and mining permit.
The document also determines the mechanisms for monitoring compliance by residents with established requirements and the procedure for selling mined crypto-assets.
