Tashkent, Uzbekistan (UzDaily.uz) — Uzbek financier and Anorbank shareholder Kakhramonjon Olimov has been placed on an international wanted list. His Red Notice record has been published in INTERPOL’s public database.

According to the published information, Olimov was born on 7 May 1977 in Andijan Region, is a citizen of Uzbekistan and speaks Uzbek, Russian and English. In 1999, he graduated from the Andijan Institute of Engineering and Economics with a degree in Finance and Credit and later obtained an MBA from the Graduate School of Business at the Academy of Public Administration.

The publicly available Red Notice record does not specify the charges, circumstances of the case or the country that requested the notice.

A Red Notice is a request to law enforcement authorities in different countries to locate and provisionally detain a wanted person pending a decision on extradition. INTERPOL separately emphasizes that a Red Notice is not an international arrest warrant and that each country decides whether to detain the person in accordance with its own laws.

Earlier, on 18 September, The Insider, citing a source close to Olimov’s circle, reported that the financier had been remanded in absentia in Uzbekistan and placed on an international wanted list. According to the publication, the case concerned the alleged organization of a kidnapping. At the time, there was no official information from law enforcement authorities regarding the case.

According to The Insider’s source, the case may be linked to a long-standing financial dispute between Olimov and his former employer, Batyr Rakhimov, the founder of Kapitalbank. The publication reported that Olimov was allegedly accused of organizing Rakhimov’s kidnapping in order to force him to abandon financial claims. These reports have not been officially confirmed by law enforcement authorities.

Anorbank previously said that the information being circulated concerned the personal circumstances of one of its shareholders and was unrelated to the bank’s capital, management or operations.

The Central Bank of Uzbekistan also said that Anorbank continues to operate normally. The regulator noted that deposit, lending and payment operations were being carried out without interruption, and that the situation involving an individual shareholder does not directly determine the bank’s day-to-day operations or financial stability.

According to ownership structure data, Kakhramonjon Olimov is a member of Anorbank’s Supervisory Board and owns 49.4% of the bank’s shares. Another 50% is owned by Netherlands-based Bekamin B.V., while 0.6% belongs to the insurance company Kapital Sug’urta.
