Uzbekistan introduces position of Deputy Prosecutor General for Energy Supervision

Tashkent, Uzbekistan (UzDaily.com) -- The Resolution of the President “On measures to improve the efficiency of state control in the use of fuel and energy resources” was adopted, the press service of the Ministry of Justice reported.

In accordance with the Resolution, priority areas for the activities of the Inspectorate for Control over the Use of Electricity, Oil Products and Gas under the Ministry of Energy have been determined.

State authorities and administration, law enforcement and regulatory authorities are prohibited from entrusting employees of the Uzenergoinspektsiya with the performance of tasks that are not within their authority.

According to the Resolution, the post of Deputy Prosecutor General was introduced, responsible for overseeing the observance and execution of legislation in the field of the use of fuel and energy resources.

From 1 March 2023:

Uzenergoinspektsiya monitors information on the consumption of fuel and energy resources in automated systems for monitoring and accounting for electric energy and natural gas;

A procedure is being introduced in electronic form for acts drawn up on offenses related to violation of the rules for the use of electric energy and natural gas, and entering relevant information into the E-ma'muriy ish system.

From 1 July 2023, contracts with legal entities and individual entrepreneurs for the supply of electricity and natural gas are concluded through the software of electricity and gas supply companies or the National Information System "Transparent Construction".

By 1 June 2023, software will be introduced that provides for the recalculation, determination of the amount of damage caused and parallel accounting in the Tax Committee database without the human factor when identifying cases of illegal and inefficient use of fuel and energy resources.

In accordance with the Resolution, a draft law will also be developed, providing for the definition of theft as cases of theft in violation of the procedure for using electricity, gas and water supply.
