Tashkent, Uzbekistan (UzDaily.com) -- The Senate of the Oliy Majlis is carrying out certain work in order to effectively organize and methodically support the activities of local Kengashes of people’s deputies, improve the practical skills and qualifications of deputies.

In particular, in order to effectively establish the activities of local Kengashes, their standing commissions and secretariats, training seminars were organized with the participation of the leadership of the Senate of the Oliy Majlis, members of the committees. Each local deputy has been prepared and provided with separate methodological manuals for the correct and effective organization of the activities of deputies and the work of local Kengashes with deputy inquiries.

At the seminar held today, the tasks facing the local Kengashes of people’s deputies on the implementation in practice of the decisions adopted at the seventeenth plenary session of the Senate of the Oliy Majlis, held on 30-31 July, were discussed.

In particular, in order to work with appeals from the population, to strengthen parliamentary control in this direction, as well as based on the report of the President of the country at a solemn event dedicated to Youth Day, the tasks facing local Kengashes were discussed to introduce a rating system for assessing the implementation of state youth policy in the regions. , as well as issues of organizing the work of the local Kengashes on the basis of the Model Regulations of local Kengashes of People’s Deputies and the Model Regulations on their standing commissions, approved by a resolution of the Senate.

At the beginning of the seminar, Chairperson of the Senate of the Oliy Majlis Tanzila Narbaeva made a speech and presented detailed information on the important tasks to be implemented by local Kengashes of people’s deputies.

Thus, they noted the possibility of increasing the prestige of local deputies by expanding the practice of conducting field receptions of citizens and, most importantly, positively addressing issues of concern to the population living there.

In particular, tasks have been identified to increase the role of local Kengashes in organizing the execution of orders determined by the President of the Republic of Uzbekistan at a video conference on measures to organize a system for working with public appeals, hearing monthly reports of khokims and heads of local executive authorities on working with appeals of population at sessions of local Kengashes, introduction of the practice of considering the issue of compliance with their position, if necessary, with a critical assessment of their activities, organization of field receptions of deputies in makhallas, formation of parliamentary inquiries based on the analysis of appeals, planning of Kengash’s activities for control and study.

As you know, a rating system for assessing the implementation of state youth policy in the regions was introduced by the resolution of the Senate from 1 September. It was noted that the deputies should take an active part in ensuring the reliability of the assessment according to the criteria of this rating.

Opinions were expressed regarding the formation of a new generation of personnel reserve from among active and initiative youth, assigning them to deputies, senators, creating in local Kengashes "School of representatives of the Youth Parliament", effective organization of their activities.

It was noted that on the basis of the Model Regulations of local Kengashes, the Model Regulations on their Standing Committees, approved at the seventeenth plenary session of the Senate of the Oliy Majlis, each Kengash must re-approve its own regulations and Regulations on Standing Committees, and re-form the composition of the standing committees.

During the seminar, responsible officials spoke and put forward a number of relevant proposals. Among them are a number of initiatives to open a branch of the bank in order to create a favorable environment for entrepreneurs of the Buzatov district of the Republic of Karakalpakstan, provide 25 thousand women of the republic of maternity age and children under 1 year of age with clean drinking water, organize meals in the country’s schools, create an electronic parliament platform open and transparent for all online broadcast of district sessions.

When organizing this work, the tasks of the committees of the Senate of the Oliy Majlis were determined, an agreement was reached on strengthening cooperation between the standing committees of local Kengashes and committees of the Senate.
