Tashkent, Uzbekistan (UzDaily.com) -- On 16 September, in the format of a videoconference, a meeting of the heads of the Accelerator of Socio-Economic Reforms under the Administration of the President of the Republic of Uzbekistan (Accelerator) was held, organized by the Center for Economic Research and Reforms (CERR) with the support of the Government of the United Arab Emirates (UAE).
The event was attended by the leadership of the Center for Economic Research and Reforms (CERR) represented by Director O. Khakimov, Deputy Director U. Abidkhadjaev, Accelerator coordinators A. Khalmurzaev, M. Babadjanov, H. Normuradov and H. Majidov.
From the side of ministries and departments, the meeting was attended by over 60 representatives at the level of leaders and responsible employees of these organizations.
From the Emirate side, the meeting was attended by Deputy Director General for Strategy and Innovation of the Prime Minister of the UAE Huda Al-Hashimi and Director of the UAE Government Accelerator Dr. Radhia al-Hashimi and Deputy Director General of the Governance and Opportunities Sector of the UAE Government Dr. Yasser Al-Nakbi.
The purpose of the meeting of leaders is to mobilize the resources of state bodies and organizations for the prompt and effective solution of acute problems in the field of socio-economic development.
Following the official visit of the President of Uzbekistan Shavkat Mirziyoyev in March 2019 to the UAE, an agreement was reached on cooperation in improving the efficiency of public administration and developing long-term development strategies. The UAE already has a similar mechanism of the government accelerator.
In accordance with the Resolution of the President of the Republic of Uzbekistan dated October 3, 2019, an Accelerator of Socio-Economic Reforms with a working body in the structure of CERR was created under the Presidential Administration. On 3-8 November 2019, a CERR delegation visited the UAE. CERR employees took part in the Government Accelerators Training Workshop.
During the videoconference, the meeting participants identified the priority problems that should be studied within 100 days by the interested ministries and departments in accordance with the methodology of the UAE Government Accelerator.
In particular, these are the problems:
- in the development of family entrepreneurship (responsible: People’s Bank, Ministry of Economic Development and Poverty Reduction, Central Bank);
- in the development of master plans of cities (responsible: Ministry of Construction, Ministry of Economic Development and Poverty Reduction, State Committee for Land Geodezcadastre);
- in the field of simplifying the issuance of building permits (responsible: Mininfocom, Ministry of Housing and Communal Services, Goskomzemgeodezkadastra);
- in the field of creating a unified billing system for utility payments (responsible: People’s Bank, Ministry of Economic Development and Poverty Reduction, State Center for Personalization).
Also, it is envisaged to attract industry experts from the UAE Government Accelerator to resolve the issues.
During the event, the Accelerator formed the appropriate working groups to solve these problems, based on specific plans and terms, with the adoption of measures to fully support them.
The Emirates side, emphasizing the special importance attached to relations with Uzbekistan, announced its intentions not to be limited by the framework of existing agreements and to actively further participate in the implementation of the Accelerator’s activities in Uzbekistan.
Following the videoconference, the parties expressed their commitment to the accelerated implementation of the existing agreements, as well as their readiness to intensify the practice of bilateral online negotiations at various levels for more intensive interaction and prompt resolution of current issues.
