The Senate of Uzbekistan approves a new water code to ensure the rational use of water resources

Tashkent, Uzbekistan (UzDaily.com) — During a regular plenary session, the Senate of the Republic of Uzbekistan reviewed and approved the Law “On the Adoption of the Water Code of the Republic of Uzbekistan.” This document is designed to systematize legal norms in the field of water relations and ensure the sustainable management of water resources amid growing water scarcity.

In recent years, Uzbekistan has undertaken systemic measures to optimize water use, introduce water-saving technologies, and improve the condition of irrigated lands. As a result of these reforms, the country’s annual water consumption has decreased from 64 billion cubic meters in the 1990s to 51 billion cubic meters today. However, changes in the socio-economic landscape and the need to develop a new growth strategy necessitated a revision of water legislation.

The new Water Code clarifies the powers and functions of state authorities, including the Cabinet of Ministers, ministries, agencies, and local government bodies, in regulating water relations. The document also provides for the introduction of public-private partnership mechanisms in water resource management, stricter liability for violations related to water intake procedures, the expansion of international cooperation in the water sector, and the resolution of overlapping responsibilities among government agencies.

The adoption of the Water Code aims to ensure the country’s water security, promote the rational use of water resources, and enhance water infrastructure. It also establishes a legal framework for attracting investment, fostering technological modernization, and ensuring the long-term development of the water sector.

Special emphasis is placed on integrating norms of international water law into national legislation, contributing to the enhancement of Uzbekistan’s positive image on the global stage.

After thorough discussions, senators unanimously approved the new Water Code. Its implementation is expected to not only improve the efficiency of water resource management but also support the sustainable development of all sectors of the economy and enhance the country’s environmental situation.
