Tashkent, Uzbekistan (UzDaily.com) -- At the seventeenth plenary session of the Senate, a report was heard from the Cabinet of Ministers of the Republic of Uzbekistan on the implementation in the first half of 2021 of the State Program for the implementation of the Action Strategy in five priority areas of development of the Republic of Uzbekistan in 2017-2021 in the “Year of Support for Youth and Strengthening Public Health”.
It was noted that the State Program consists of 273 points, and in the first half of 2021 it was envisaged to ensure the fulfillment of 116 points. 89 of them were completed in full, the implementation period for 2 points was extended in accordance with the established procedure.
The tasks of 7 points of the Program have been completed ahead of schedule, the corresponding work is underway on 82 points, the implementation of which is planned during the year.
In the reporting period, state budget revenues reached 74.9 trillion soums. Total expenditures amounted to 79.3 trillion soums, of which social spending amounted to 40.4 trillion soums, which is 16.6% more compared to the same period last year.
On the basis of the resolution of the President of the Republic of Uzbekistan from 2 April 2021 “On additional measures to implement the programs Obod qishloq and Obod mahalla”, the parameters for construction, repair and improvement were approved with a total value of 20.8 trillion soums in 7 794 villages and makhallas of all districts and cities.
As of 30 June 2021, 209.2 thousand new jobs were created, 78.5 thousand citizens were trained in professions, subsidies were allocated to more than 24 thousand citizens.
In order to ensure the employment of youth and the organization of meaningful leisure, separate plans were approved in all sectors and makhallas of the Republic of Karakalpakstan and regions, and more than 425,662 young men and women were employed.
The Ministry of Investments and Foreign Trade of the Republic of Uzbekistan has created a Fund for Supporting Young Entrepreneurs, which does not have the status of a legal entity.
To effectively organize measures to combat the coronavirus pandemic, 660 thousand AstraZeneca vaccines, 6.5 million doses of ZF-UZ-VAK 2001, 370 thousand doses of Sputnik-V vaccine were imported, and during the reporting period, the population was vaccinated with a total of 5.3 million doses of vaccine.
Along with the work done to ensure the implementation of the Program, attention was paid to the shortcomings.
In particular, there is no practice of entering information into local Kengashes of people’s deputies about infrastructure projects implemented in each region at the expense of external debt.
On 7 points of the Program, including points 30, 142, 231, 234, 237, 242, the resolutions of the Cabinet of Ministers of the Republic of Uzbekistan were not adopted in a timely manner, which was planned to be implemented in the first half of 2021.
As a result, the following important tasks of the Program were not completed on time:
introduction of a system of incentives for citizens traveling abroad within the framework of organized labor migration and who have successfully passed qualification exams in a foreign language and profession;
rendering assistance in obtaining education, mastering a certain profession by children under 18 years of age who need special attention;
with the aim of strengthening the continuity between higher educational institutions and the lower levels of the education system, ensuring the successive connection of 65 academic lyceums with higher educational institutions, assigning 187 technical schools in their areas to adjacent higher educational institutions and industry enterprises;
introduction of the procedure for providing educational loans to families with two or more children studying on a contract basis at a higher educational institution;
development of alternative energy and electrical engineering industries, expansion of state support to improve the effectiveness of research in the field of physics of semiconductors and microelectronics.
In addition, the work on the implementation of some tasks, the implementation of which is envisaged in the Program during the year, is not carried out at the proper level.
In particular, paragraph 209 of the Program stipulates the adoption of a regulatory legal act on the creation of conditions for physical culture and mass sports in settlements, in each makhalla and district (city) in order to popularize and develop such sports as walking, running, mini-football, cycling, badminton, streetball and “Workout” (fitness in the mahalla and on the street). Until today, a government decree has not been adopted, the draft of which was submitted to the Cabinet of Ministers by the executors on 25 May 2021.
Senators also emphasized the need for constant monitoring of the provision of services to labor migrants of Uzbekistan in foreign countries, effective protection of their rights and interests, including life, health, their working conditions and timely payment of wages specified in the contract.
During the discussion of the State Program, which took place in the form of an active dialogue, questions and answers, the senators paid special attention to issues that cause discontent among the population.
A corresponding resolution of the Senate of the Oliy Majlis was adopted on this issue.
