Tashkent, Uzbekistan (UzDaily.com) -- By a presidential decree from 11 May 2022, the National Program for the Development of Public Education in 2022–2026 was approved.
The main directions of the Program are:
full implementation in school education of the National Curriculum, developed on the basis of international best practices, as well as the practical application of modern textbooks created by domestic and foreign authors;
increasing the prestige of the teaching profession in society, creating favorable social conditions for teachers and worthy stimulation of their work;
increasing the responsibility of teachers for the upbringing and education of young people;
the formation of a national personnel reserve for institutions of general secondary education, the development of criteria for an advanced school principal and an exemplary teacher, as well as the regular assessment of the activities of management and teaching staff on their basis;
strengthening the integration of children with special educational needs into the public education system, as well as accelerating the processes of inclusive education;
construction, reconstruction, overhaul and equipping schools with the necessary equipment based on modern models.
The Ministry of Public Education is mandated to provide:
by 1 September 2024 - the full implementation of the National Curriculum in the educational process, including by the end of 2022 - the development of teaching aids, textbooks and workbooks for grades 3, 6, 7 and 10, in 2023-2024 - for 4, 5, 8, 9 and 11 grades;
through special information systems (S-testing, Onlinedu, Raqamli darsliklar and others):
by the end of 2022 – creation of 10 mobile electronic resources for new generation textbooks and 100 multimedia products;
until 1 September 2022 - training of teachers of grades 3, 6, 7 and 10 at short-term advanced training courses developed on the basis of the National Curriculum.
It is intended to create:
national centers for training teachers in new methods on the basis of regional centers for retraining and advanced training of public education workers;
National Research Institute for Professional Development and Teaching New Methods for Educators A. Avloni on the basis of the Research Institute for the Study of Problems and Determining the Prospects of Public Education.
Tashkent State Pedagogical University named after Nizami, as well as educational and scientific organizations under him, are transferred to the Ministry of Public Education.
Until 1 August 2023, with the involvement of authorized international organizations, systems for assessing the level of knowledge and professional skills of teaching staff in general education subjects will be developed and put into practice.
Until 1 January 2024, the system for assessing the level of knowledge and professional skills of teaching staff in general education subjects will be certified for compliance with international standards.
The decree establishes the procedure according to which, from 1 September 2022, in institutions of general secondary education of the Ministry of Public Education system:
Teaching staff who have a certificate of the appropriate level in general education subjects are paid a monthly additional allowance in the following order:
teaching staff with an internationally recognized certificate - in the amount of 50% of their tariff rate;
teaching staff who have a certificate obtained in the national assessment system that meets the requirements of international standards - in the amount of 50% of their tariff rate. At the same time, the compliance of the national assessment system with the requirements of international standards must be confirmed by authorized international organizations;
teaching staff who have a certificate obtained in the national assessment system of the State Testing Center - in the amount of 20% of their tariff rate (with the exception of certificates in a foreign language);
For teaching staff who have a certificate in a foreign language obtained in the national assessment system of the State Testing Center, a monthly additional allowance is paid:
until 1 January 2025 - in the amount of 50% of their tariff rate;
from 1 January 2025 - in the amount of 20% of their tariff rate.
A monthly additional surcharge is paid during the validity of the certificate, but no more than three years. Teaching staff who have several certificates in general education subjects are paid a monthly additional allowance according to the certificate that entitles them to receive a higher allowance.
From 1 January 2023, candidates for the post of school principal for obtaining a manager certificate study at the National Research Institute under special paid programs.
After the training of candidates for the position of school principal, the National Research Institute assesses their knowledge and skills in the field of management, based on the results of the assessment, a certificate of management is issued.
Candidates for the post of school director are selected and submitted for approval to the Kengashi of people’s deputies of districts (cities) exclusively from among those who have a manager’s certificate.
For additional encouragement of teachers who have achieved high results, as well as further support for the activities of qualified workers, the Fund of the Minister of Public Education is being created under the Ministry of Public Education without the status of a legal entity.
