Tashkent, Uzbekistan (UzDaily.com) - At the tenth plenary meeting of the upper chamber of the Oliy Majlis, the new edition of the Law of the Republic of Uzbekistan "On Normative Legal Acts" was in the spotlight.
It was noted that this Law was developed in order to ensure the implementation of the relevant State Program for the implementation of the Action Strategy in five priority areas of development of the Republic of Uzbekistan in 2017-2021.
It was noted that the issues of systematizing the legislative framework of the Republic of Uzbekistan, improving the quality of development and adoption of regulatory legal acts, as well as improving monitoring of their implementation, the introduction of modern information and communication technologies in the rule-making process are relevant.
It should be recognized that the fragmentation of legislative acts regulating rule-making in legislative practice led to various problems and conflicts in law enforcement practice.
In the new edition of the Law of the Republic of Uzbekistan "On Normative Legal Acts", in contrast to the current one, a number of innovations are defined. At the same time, special attention is paid to:
- conducted expert examinations of legislative acts, including anti-corruption expert examinations and expert examinations to ensure gender equality, as well as the procedure for their conduct;
- the legal mechanism for discussing projects on the Unified portal of interactive state services of the Republic of Uzbekistan;
- introduction of the project impact assessment institute;
- the concept and procedure for conducting a legal experiment;
- the basic requirements for legislation and by-laws.
As the senators noted, as a result of the adoption of the Law, they ensure, during the period of large-scale reforms in the legal sphere, that all the changes introduced regarding rule-making activities are consolidated at the legislative level, including the strengthening of the mechanism of direct action of laws.
The members of the Senate approved this Law.
