The issue of providing graduates with jobs is in the spotlight of senators

Tashkent, Uzbekistan (UzDaily.com) -- At the nineteenth plenary meeting of the Senate of the Oliy Majlis, the results of a parliamentary request sent to the Cabinet of Ministers of the Republic of Uzbekistan on topical problems in providing jobs for graduates of educational institutions were discussed.

As noted, the Government is carrying out a number of works to provide jobs for graduates of educational institutions. In particular, the Law "On Employment of the Population" stipulates that the Ministry of Employment and Labor Relations annually, no later than 1 December, submits to the Cabinet of Ministers a draft State Program for Promoting Employment of the Population.

In addition, a Government resolution was prepared on securing the academic year from 2021/2022 for 800 industrial enterprises and organizations of students of technical schools to organize their practice and their further employment.

In order to develop the knowledge and skills of young people in the field of entrepreneurship in higher and professional educational institutions, such subjects and training programs have been developed as "Fundamentals of Small Business and Entrepreneurship", "Organization of Small Business and Private Entrepreneurship", "Organization of Entrepreneurship in Tourism" and " Organization and running of business ".

A draft classifier of basic positions and professions of employees has been prepared, in which 2,163 new positions and professions have been entered, thus the total number reached 12,151.

In 2019-2021, at the expense of the State Fund for the Promotion of Employment, funds in the amount of 24 billion 600 million soums were funded for the construction of modern buildings for centers for promoting employment, incentivizing workers and improving the material and technical base, 20 modern buildings for providing services.

In order to form a unified electronic database of bachelor’s and master’s degrees on higher education, the Ministry of Employment and Labor Relations created the information system "otm.mehnat.uz". Currently, higher educational institutions have entered more than 1 million 80 thousand information (70%) into this system.

The Ministry of Higher and Secondary Specialized Education has developed an information system "qrdiplom.edu.uz" for individual QR-coding of diplomas of graduates of bachelor’s and master’s degrees in 2020, which is integrated with the information systems of the "youth notebook" and the State Tax Committee.

In the interdepartmental hardware and software complex "Unified National Labor System", a database of vacant jobs "www.ish2.mehnat.uz" has been created.

In addition, it is envisaged to provide interactive services to employers - individuals and legal entities in the daily hiring of citizens by launching the online platform of the Mening ishim order exchange with the study of foreign experience.

During the discussion at the meeting on the work done, the senators put forward a number of recommendations for providing graduates with work.

Thus, it was noted the need for a radical revision of the system of attracting graduates of higher and professional educational institutions to educational and industrial practice, establishing the practice of issuing orders by business entities to higher educational institutions, creating a system to stimulate the activities of subjects for the employment of personnel in the private sector, taking into account the experience of developed countries, improving the system of providing assistance to citizens temporarily employed abroad in matters of working conditions, social and housing security, regarding the legal aspects of employment contracts with foreign employers.

A corresponding resolution of the Senate of the Oliy Majlis was adopted on this issue.
