The concept of scientific, technical and technological cooperation approved in the CIS

Tashkent, Uzbekistan (UzDaily.com) -- At a meeting of the CIS Council of Heads of Governments on 28 October 2022, issues related to scientific, technical and innovative cooperation between the CIS member states were considered. This was reported by the press service of the CIS Executive Committee.

These include, first of all, the Concept of Scientific, Technical and Technological Cooperation of the CIS Member States and the Action Plan for its implementation. These are documents that take into account new technological challenges, as well as the best world practices in the scientific, technical and technological fields.

The document envisages the creation of favorable conditions for the development of interstate scientific, technical and technological cooperation, integration in the field of research in breakthrough areas of science, engineering and technology of the CIS member states.

In modern conditions of changing technological patterns, economic growth is ensured through the development of new science-intensive technologies, their creation and use. The economic development of the CIS member states will also be determined by the degree of introduction of world-class high technologies that can be competitive in the world technology markets. At the same time, the development and implementation of programs for technological development are of great importance. The world experience of industrialized countries shows that their implementation gives a tangible economic effect and allows increasing the competitiveness of the national economy.

In this regard, it seems important and relevant to prevent the global technological backwardness of the Commonwealth states. This requires the development of large industrial enterprises capable of mastering and creating such technologies. At the same time, the technological environment should be close to the technological environment of industrialized countries and be able to ensure the use of advanced technologies and the production of competitive products.

The concept is a basic, framework document reflecting the system of views and approaches of the CIS member states to the problems of enhancing scientific, technical and technological cooperation.

The objectives of such cooperation are to increase the technological level and competitiveness of production, ensure the release of new high-tech products of the CIS member states to the domestic and foreign markets, increase the export of science-intensive products, develop the scientific, technical and technological spheres taking into account world trends, preserve, strengthen and develop the common scientific -technical and technological space of the Commonwealth of Independent States.

The priority areas of scientific, technical and technological cooperation of the CIS member states, which are of mutual interest, are information and communication technologies, aerospace technologies, energy, energy and resource-saving technologies, bio- and nanotechnologies, pharmaceuticals, instrumentation, robotics, transport and its infrastructure, new materials.

The implementation of the Concept will be carried out according to the relevant Action Plan, which is its integral part. Coordination of activities for the implementation of the document is entrusted to the Interstate Council for Cooperation of the CIS Member States in the Scientific, Technical and Innovation Spheres.

According to the developers, the implementation of the Concept in the Commonwealth states will ensure intensive structural and sectoral shifts in industry, contributing to an increase in employment, an increase in the number of jobs, and the development of high-tech and competitive production. This, in turn, will ensure the development within the framework of the Commonwealth of Independent States of an integral interstate scientific and technological space capable of meeting the growing socio-economic needs of the population of the CIS member states, as well as countering modern challenges and threats.

Documents directly related to the implementation of the said Interstate Program were also approved:

Regulations on the procedure for accreditation and conditions for the participation of legal entities and individuals in the Interstate Program for Innovative Cooperation of the CIS Member States for the period up to 2030, which determines the legal status of legal entities and individuals as partners of the Program, their powers, duties and responsibilities, as well as the procedure for participation companies from third countries in the implementation of the Program;

Regulations on the Operator of the Interstate Program for Innovative Cooperation of the CIS Member States for the period up to 2030, which determines the main tasks and activities of the Program Operator, its functions, rights and obligations, requirements for the Program Operator.
