Tashkent, Uzbekistan (UzDaily.com) -- As previously reported, on 3 October, Chairperson of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbaeva, in order to familiarize herself with the state of work on the socio-economic development of regions and the implementation of measures to reduce poverty in 2020-2022, visited Bustonsky district of Andijan region.

It should be noted that within the framework of the resolution of the Cabinet of Ministers dated August 28, 2020 "On approval of additional measures for socio-economic development and poverty reduction in Buston district of Andijan region in 2020-2022", targeted work is envisaged in the region. These include investment projects for the socio-economic development of the region, poverty reduction and job creation, as well as parameters for retraining unemployed youth, as well as the implementation of measures for socio-economic development and poverty reduction in 2020-2022. 153.6 billion soums have been allocated from the state budget for the implementation of these tasks.

The Chairperson of the Senate first visited Ziyo-2002 LLC and got acquainted with the activities of this enterprise, as well as with the project aimed at ensuring sustainable operation and efficiency of the heat supply system for social facilities in Buston district of Andijan region on the basis of public-private partnership.

In Buston district of Andijan region there are 70 social facilities, for heating which in the autumn-winter period are used produced by various enterprises, in particular the boiler house AKS-100. The fuel consumption of the AKS-100 boiler is 51 kg / hour of solid coal (coal) fuel, thermal power - 1000 m2, efficiency - 75-85%, warranty period - 1 year. The boilers are not automated.

The proposed public-private partnership project envisages the installation of a total of 122 automatic boilers KOZ for 70 social facilities in Buston district, as well as the installation of safe heating in all institutions. As a result, for the autumn-winter season 2020-2021, it is expected that the region will spend 4.8 billion soums annually.

In addition, on the basis of this project, an enterprise will be created in the district on the basis of a public-private partnership to ensure the stable operation of social facilities in the autumn-winter period, thereby modernizing and reconstructing the heating system. Saving of solid fuel (coal) consumption by 30-40% is envisaged. The expected total saving is 1.6 billion soums.

The Chairperson of the Senate spoke about the expansion of the enterprise, its work in the form of a cluster, the necessary equipment for the heating system, the importance of local production of raw materials and the creation of conditions for this.

After that, the head of the upper house of parliament T. Narbayeva visited a vocational school in Buston district. This institution, which trains 30 teachers for young people, has 600 seats. In the 2020/2021 academic year, 250 students were admitted to a vocational school in 7 areas.

In the institution, young men and women study with interest the specialties in the repair of individual shoes and furniture, women’s hairdressing, sewing, computer work and its maintenance, welding and plumbing work.

Of the employed 11th grade graduates, 222 will be trained in a vocational school. In addition, in 2020/2021, 408 people who are unemployed in 25 makhallas will undergo professional retraining.

The Chairperson of the Senate spoke with the young people studying at this school, with the teachers who teach them, and stressed the need to increase the number of such institutions, attract students who did not enter higher education institutions, and also accelerate work to increase their interest in vocational training.

The next address is Buston Public Services Agency.

This institution provides public services to an average of 100-150 citizens per day. Due to the fact that the old building of the center is located on the second floor of the District People’s Reception Office, it could not meet the stipulated standards, which caused a lot of inconvenience. This, of course, would give rise to various kinds of claims.

Therefore, in order to provide high-quality services to the population, a new modern building of the Center for Public Services of Buston District of Andijan Region was commissioned.

The center is equipped with all the necessary equipment and premises; it provides more than 140 state services to individuals and legal entities. The center can serve 10 people at a time and 200 people a day. Spacious and bright halls, waiting rooms, playground, investor’s room, equipped in a modern way, relieve any burden associated with customer service.

The center has an electronic queue system. Visitors can receive all the necessary information about the activities of the center through an electronic galagram. Available monitors regularly show news in the field of public services, videos tell about the procedure for obtaining them.

The presence of a comfortable waiting room, separate halls for foreign and domestic investors, a library, a playground will help visitors to the Center to spend time with benefit.

The Chairperson of the Senate stressed the importance of providing high-quality and effective public services in this area, which is home to more than 174 thousand people. She drew attention to the issue of staffing and information and communication technologies.

After that, the Chairman of the upper chamber of the Oliy Majlis T. Narbaeva visited the private enterprise "SAYYORA FAVVORASI" in Buston district of Andijan region.

There was also a presentation of a new large project, which is currently being implemented by this institution. It is planned to process yarn and seeds within the project worth 174 billion soums. It is expected that the project will create 720 new jobs in the district. The launch of the enterprise is scheduled for December this year. Construction work is currently underway.
