Tanzila Narbaeva: it is important that information on the activities of state bodies is open and transparent

Tashkent, Uzbekistan (UzDaily.com) -- During the ninth plenary meeting, the Chairperson of the upper house of parliament Tanzila Narbaeva pointed out the relevance of the issue of the implementation of the Law of the Republic of Uzbekistan "On the openness of the activities of public authorities and management" by ministries, departments and local authorities and said that all the reforms carried out in our country in recent years are based on the principles of openness and transparency.

“The issue of openness of the activities of state bodies is also assessed in a number of international ratings,” said Senate Chairman T. Narbayeva. “Especially, our scores on the World Bank Governance Indicators are very low. For example, according to the structural indicator "Public opinion and accountability" among 214 countries, our republic ranks 190th, according to the indicator "Quality of regulation" - 182nd, and according to the indicator "Government efficiency" - 138th.

Of course, work has already begun to ensure openness and transparency of state bodies. Based on a deep analysis and the requirements of the Law under discussion, a draft Decree of the President of the Republic of Uzbekistan "On priority measures to create a system of openness of public authorities and management, as well as effective implementation of public control" was developed. The draft Decree establishes the procedure for ensuring the openness of a number of issues and information, that is, their mandatory publication.

The head of our state often repeats one truth: our people are no longer what they were yesterday. Today, freedom of speech and pluralism of opinions can be seen in all spheres. This, of course, increases the demand for information. Especially, it is very important that information on the activities of state bodies is open and transparent.

It should be noted that the heads of information services of state bodies have the status of first deputy head. However, not everyone fully understands how big this responsibility is. Most press secretaries still adhere to old stereotypes. The knowledge of the staff responsible for the operation of the websites is insufficient. They cannot present information in a creative and accessible way. Therefore, special attention should be paid to training such personnel and raising their qualifications.

The study also shows that there are enough problems in this area. In particular, if you look at this in the context of ministries and departments, you can see a number of unresolved issues. If we look at the example of the Ministry of Employment and Labor Relations, we can see that the ministry did not respond in a timely manner to 47 media requests. Or, open tenders (tenders) are not posted on the ministry's website, drafts of developed legislative acts and regulatory legal acts, agendas, a plan of meetings held, the procedure for participation in them, as well as updates are not carried out in several sections

I think that the leadership of ministries and departments, local khokimiyats will draw the right conclusions for themselves from the results of the study.

Responsible leaders must engage in ongoing and open dialogue with the public, especially with the media, about their assigned tasks and their performance. Only in this case can unreasonable, inappropriate, biased criticism and false messages be avoided.
