Senators approve amendments to some legislative acts

Tashkent, Uzbekistan (UzDaily.com) -- At the tenth plenary session of the Senate, the Law of the Republic of Uzbekistan "On amendments and additions to some legislative acts of the Republic of Uzbekistan" was discussed.

It was noted that this Law introduces amendments and additions to 14 current legislative acts, including 11 laws and 3 codes.

The changes introduced have a wide scope and their positive impact on many spheres of society is envisaged.

In particular, in accordance with the norms introduced into the laws concerning the activities of state power at the local level, the Senate is empowered to cancel unlawful decisions made by local Kengashes. Along with this, the practice of deciding between sessions of the Kengashes of People's Deputies of the issue of issuing permission to bring a deputy to justice is also canceled.

Along with the cancellation of illegal decisions of local Kengashes, a number of laws also establish the procedure for introducing the practice of hearing the reports of the heads of diplomatic missions of the Republic of Uzbekistan in foreign countries by the Senate on their activities, exercising parliamentary control over the execution of the State budget by the Senate based on territorial interests.

On the basis of the Law, administrative responsibility is established for violation of the legislation on public procurement, failure to comply with mandatory representations of the justice authorities, failure to comply with the submissions of the bodies of the Agency for State Assets Management of the Republic of Uzbekistan on entering information about state property.

According to another change in the economic sphere, fees for state registration of the issue of equity securities will henceforth be directed not to the republican budget, but to the Fund for Assistance to the Development of the Capital Market under the Agency for the Development of the Capital Market of the Republic of Uzbekistan.

In turn, the Law determines that normative documents in the field of technical regulation of public authorities will undergo mandatory legal expertise at the Ministry of Justice of the Republic of Uzbekistan, be taken into account and implemented after receiving a positive opinion, with the exception of general technical regulations.

The senators emphasized that this Law contributes to the improvement of regulatory legal acts to streamline the activities of local government bodies, increase the responsibility of public procurement entities, targeted and efficient spending of funds, timely fulfillment and technical regulation of the legal requirements of government representatives.

Senators approved the law.
