It should be noted that today, within the boundaries of cities and districts of Ferghana region, there are problematic issues that cause various difficulties in the life of the population living in these territories.
In particular, most of the population living in the territories that are planned to be included in the cities of Kokand, Margilan and Ferghana of Ferghana region, falls on urban social institutions (schools, kindergartens, hospitals).
At the same time, the enterprises of engineering and communication systems (electrical networks, natural gas, drinking water supply) were also withdrawn from the territory of the cities, and the areas transferred to the cities of Kokand, Margilan and Ferghana are served by these enterprises.
In addition, due to the high population density in the cities of Kokand, Margilan and Ferghana, such problematic issues arise as the development of cities, the further expansion of their territory.
In this regard, in accordance with the Constitution of the Republic of Uzbekistan and the Law "On the administrative-territorial structure of the Republic of Uzbekistan", a proposal is being put forward to change the boundaries of the above districts and cities of the Ferghana region.
It was noted that a total of 2.6 thousand hectares of land are transferred from the Uzbekistan, Dangara and Uchkuprik districts of Ferghana region to the city of Kokand, and from the Ferghana, Kushtepa and Tashlyk districts to the city of Margilan - a total of 1.1 thousand hectares land area, from Ferghana district - to the city of Ferghana - 812 thousand hectares of land area.
At the same time, it is envisaged that 1,673 hectares of land adjacent to farms and other agricultural enterprises, which are additionally included in the territory of these cities, temporarily remain at the disposal of agricultural enterprises and the allocation of these lands for purposes other than agricultural is consistently carried out in accordance with the project the master plan of cities, the current legislation of the Republic of Uzbekistan.
The change in the boundaries of the cities of Ferghana, Kokand and Margilan contributes to the creation of modern infrastructure facilities in the region and the further development of the public service system, and most importantly, to improving the welfare of the population.
It should be especially noted that it is required to re-register housing cadastral documents and registration of the population moving from districts to cities. At the same time, no additional funds are required from citizens when registering cadastral documents and registration.
The corresponding resolution of the Senate was adopted on the discussed issue.
