Regulation on Issuance of International Financial Institution Bonds in National Currency Approved
Tashkent, Uzbekistan (UzDaily.com) — The National Agency for Perspective Projects has approved the Regulation on the issuance and state registration of bonds of international financial institutions (IFIs) denominated in the national currency, registered under the number MJ No. 3660 dated 11 August 2025.
The document was developed in accordance with Presidential Decree No. UP-26 of 21 February 2025, “On Additional Measures for the Further Development of Housing and Mortgage Markets,” taking into account international experience and the recommendations of leading IFIs, such as the Asian Development Bank (ADB), the European Bank for Reconstruction and Development (EBRD), the International Finance Corporation (IFC), and others.
The new procedure creates conditions for attracting financial resources from IFIs through the issuance of bonds and their placement on the local stock exchange to finance projects implemented in Uzbekistan. It also provides domestic investors with an opportunity to diversify their portfolios with a new high-credit-rating instrument.
The Regulation establishes a simplified mechanism for state registration of IFI bond issues in the national currency. It eliminates the need for prior approval of the issuer’s documents by the authorized body, allows registration based on the issuer’s questionnaire containing the necessary information, shortens review and registration timelines, and enables submission of documents both in paper and electronic form, including by email. It also provides for the issuance of bonds in the form of exchange-traded bonds.
