Tashkent, Uzbekistan (UzDaily.com) -- Decree of the President “On additional measures to transform the internal affairs bodies into a people’s professional structure and orient their work towards closer interaction with the population” was adopted.
The document approved the Code of Professional Culture and Service Discipline of Internal Affairs Officers. It aims to achieve true satisfaction of the population through the education of employees in the spirit of the principle "In the name of honor and human dignity."
The Code governs:
rules of professional culture in the internal affairs bodies;
service discipline requirements;
relationships between superiors and employees;
the procedure for appealing against the actions of the authorities.
The following disciplinary measures may be imposed on employees:
- remark;
- reprimand;
- severe reprimand;
- a fine in the amount of not more than 50% of the official salary;
- demotion in special rank by one degree;
- release from office;
- arrest with detention in a guardhouse;
- dismissal from the service of internal affairs bodies.
Also in accordance with the Decree:
by the end of 2023, the procedure for recruiting to the internal affairs bodies will be simplified through the introduction of the electronic information system "E-nomzod";
for the purpose of public control, public councils will be created in the Ministry of Internal Affairs and its territorial divisions;
for graduates of academic lyceums of the Ministry of Internal Affairs, an annual additional quota of up to 200 places is introduced for admission to the bachelor’s program of the Academy of the Ministry of Internal Affairs in the areas of "Activity for the Prevention of Offenses" and "Operative and Investigative Activities", which provides for training on a paid contract basis;
the probationary period for newly hired employees will be one year;
from September 2023, employees of crime prevention units, road patrol and patrol services will be allowed to continue serving in these areas, subject to training every three years at the Institute for Advanced Studies of the Ministry of Internal Affairs.
