Private Agencies to Be Allowed to Train Labor Migrants and Work Directly with Foreign Employers

Tashkent, Uzbekistan (UzDaily.com) — At a recent session of the Legislative Chamber of the Oliy Majlis, deputies reviewed article by article, in its second reading, a draft law aimed at improving the management of migration processes.

It was noted that in recent years, as part of ongoing reforms in the country, the system of state governance in the field of migration has been significantly improved, and priority areas of activity for republican executive bodies in this sphere have been identified.

Under the draft law, the current requirement for employers or clients abroad to pay for employment services provided to citizens of Uzbekistan seeking work outside the country is being abolished. At the same time, the existing ban on charging job seekers for employment services abroad is also being lifted.

In addition, the Agency for External Labor Migration is granted the authority to impose administrative sanctions on private employment agencies that violate migration legislation.

The bill also introduces a provision allowing private employment agencies to organize vocational training and foreign language courses for citizens who wish to work abroad temporarily. These training programs may involve foreign partner employers directly. The draft also proposes to reduce the amount of funds private employment agencies are required to reserve in order to obtain a license.

The adoption of this draft law is expected to strengthen the protection of the rights of Uzbek citizens seeking temporary employment abroad, expand private sector participation in this sphere by fostering a competitive environment, and promote the digitalization of employment-related services.

The bill was approved by the deputies during the session.
