Tashkent, Uzbekistan (UzDaily.com) -- When detaining, law enforcement officers are required to explain to the suspect in simple language why he was detained and what rights he has. This was stated today by the President of Uzbekistan Shavkat Mirziyoyev during a meeting with members of the constitutional commission on the formation of proposals for amending the Basic Law of the country.
According to the President, when detained by law enforcement agencies, a person does not know either about his constitutional rights or about the reason for arrest. As a result, human rights are violated.
The head of state proposed to apply the "Miranda rule". According to this rule, upon arrest, law enforcement officers are required to explain in plain language to the suspect why he was detained and what rights he has.
The President stated that it is necessary to develop the Habeas Corpus Institute, according to which a citizen cannot be detained for more than 48 years before a court decision. If a court decision on the arrest of a person or restriction of freedom of another kind in relation to a citizen is not taken within the prescribed period, the detainee must be immediately released.
