Persons eligible for admission to a university on the basis of a state grant without examinations will be accepted outside the admission parameters

Tashkent, Uzbekistan (UzDaily.com) -- A Presidential Resolution "On the organization of the process of admission to state higher educational institutions" was adopted. 

According to the Resolution, from the 2022/2023 academic year:

in public universities, based on their capabilities, distance learning will be introduced in the areas of bachelor’s degree;

the parameters of the state order for admission to secondary specialized and vocational educational institutions are approved by the Ministry of Higher and Secondary Specialized Education in agreement with the Ministry of Finance on the basis of proposals from ministries and departments in charge of these educational institutions;

admission to the master’s program of a state university is carried out on the basis of an appropriate national or international certificate in terms of the average indicator of a bachelor’s degree and the level of foreign language proficiency of the applicant, strictly following the sequence of points and without additional exams.

Also, admission to the graduate program of a state university is organized twice a year - in August and January. In this case, the reception is carried out as follows:

August admission - in accordance with the parameters of admission on a paid-contract basis, approved by the supervisory boards of state grant and paid-contract universities that have been granted financial independence, for the next academic year;

January admission - in accordance with the parameters of vacancies based on the results of preliminary admission and additional paid-contract admission, approved by the State Commission.

The amount of payment for the contract of applicants who entered the master’s program of a state university on the basis of additional admission parameters is determined by the university independently.

The size of the differentiated payment-contract is set by the university independently in the amount of at least the amount established by the State Commission.

Persons who have benefits when entering a university on the basis of a state grant without examinations are additionally admitted on the basis of a state grant, outside the general admission parameters.

According to the Resolution, from the 2023/2024 academic year:

the parameters of the state order for admission to a state university are approved only for a state grant;

the parameters of admission on a paid-contract basis to state universities (with the exception of higher educational institutions that have been granted financial independence) are approved by the relevant ministry (department) according to subordination and are published annually until June 20 on the official website of the Ministry of Higher and Secondary Specialized Education;

a set of examination disciplines corresponding to the educational areas of the university’s bachelor’s degree is announced no later than 6 months before the start of the examinations.

From the 2022/2023 academic year, foreign and non-state higher education organizations operating in the republic will be allocated 1,000 places for training on the basis of a state grant.

According to the Resolution, from the 2022/2023 academic year, women without higher education who have received the recommendation of the State Committee for Family and Women Affairs will be additionally allocated 2,000 state grants in terms of admission parameters based on the generally established state grant for full-time undergraduate studies. Wherein:

at least 50 percent of the admission parameters allocated on the basis of a state grant for women with recommendations will be distributed between specific and natural sciences, technical and medical areas;

annually until 20 July, the official website of the Ministry of Higher and Secondary Specialized Education will publish the distribution of state grant places for women with recommendations on areas of education in universities and undergraduate studies.

According to the Resolution, the following amounts of the payment-contract will be reimbursed at the expense of the State budget:

for the 2022/2023 academic year for women enrolled in the master’s program of a state higher educational institution in the 2021/2022 academic year and studying on a paid contract basis;

from the 2022/2023 academic year, within the admission parameters allocated for the master’s program of a state university, for women enrolled as students on a basic fee-based contract basis.
