Tashkent, Uzbekistan (UzDaily.com) -- In subsequent years, as a result of large-scale reforms carried out in Uzbekistan, special attention is paid to ensuring the openness of the activities of state bodies and organizations.
In particular, a number of works are being carried out in order to further increase the transparency and openness of budget data, establish parliamentary and public control over the formation and spending of budget funds. Since 2020, the state budget and the budgets of state trust funds are approved by law. The draft law on the State Budget, the fiscal strategy for the medium-term period is posted on a special portal for public discussion before being sent to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan.
As a result of efforts to ensure transparency and openness, public control is achieved, thanks to which the activities of state bodies are improved and incidents of corruption are prevented.
At the same time, some ministries and departments do not pay due attention to ensuring the transparency of the budget process. For example, the Ministry of Culture, the Ministry of Investments and Foreign Trade, the Ministry of Agriculture, the Federation of Trade Unions of Uzbekistan, the Fisheries Development Fund and the Nuroniy Fund for social support of Uzbekistan veterans did not post the materials provided for by article 1661 of the Budget Code of the Republic of Uzbekistan and article 14 of the Law "On the State Budget of the Republic of Uzbekistan for 2021".
Also, data on ensuring the openness of the budget process are partly posted by the Ministry of Health, the Ministry for Support of Mahalla and Family, the State Committee on Statistics, the State Committee for Industrial Safety, and the Agency for State Assets Management.
Based on the above situations, it is necessary to take measures aimed at further increasing the responsibility of ministries and departments in the process of budget execution, in particular, for further carrying out explanatory work between the population and the general public on the content and significance of legislative acts to ensure transparency and openness of the budget process, state procurement and other activities. It is advisable to create opportunities for the direct participation of each citizen in the formation and targeted spending of the State budget and to take measures to increase the responsibility of the relevant departments in this regard.
Based on these problems, at the regular meeting of the Legislative Chamber of the Oliy Majlis held on 18 October 2021, a Resolution was adopted on sending a parliamentary request from the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan to the Minister of Finance of the Republic of Uzbekistan Temur Ishmetov "On the work being done to strengthen public control over the transparency of public spending" initiated by the Committee on Budget and Economic Reforms.
