Meeting at the Permanent Court of Arbitration in The Hague

Tashkent, Uzbekistan (UzDaily.com) -- As part of the visit of the delegation of Uzbekistan to The Hague, on 31 May this year, Minister of Justice of the Republic of Uzbekistan Ruslanbek Davletov met with Secretary General of the Permanent Court of Arbitration (PCA) Hugo Siblez.

The Permanent Court of Arbitration was established in 1899 by decision of the first Hague Peace Conference. The Chamber accepts for consideration both claims on interstate disputes and claims of private organizations of an international character.

During the meeting, the parties discussed the prospects for increasing cooperation between Uzbekistan and the PCA in such areas as the development of private international law, the exchange of experience in training legal personnel in accordance with modern standards.

The Minister of Justice of Uzbekistan Ruslanbek Davletov informed the leadership of the PCA about the reforms in the judicial and legal sphere implemented as part of the Development Strategy of New Uzbekistan for 2022-2026, the activities and role of the Ministry of Justice in ensuring the rule of law in society, improving the rule-making process, and providing citizens with quality legal services . 

In particular, it was noted that the adopted law “On International Commercial Arbitration” (2021) serves to maximize the effectiveness of arbitration proceedings and increases the confidence of foreign investors.

In turn, PCA Secretary General Hugo Siblez stressed that the leadership of Uzbekistan is taking effective measures to ensure access to justice for citizens and business representatives. He expressed readiness to develop cooperation and implement the above measures.

The parties also discussed the prospects for Uzbekistan’s participation in the Hague Convention for the Peaceful Settlement of International Disputes of 1907, which ensures further diversification of the choice of arbitration institutions in the event of various arbitration disputes.

In general, the parties agreed that the organization of joint research with the involvement of PCA experts on the development of proposals on mechanisms for the unification of private international law will serve to improve the quality of law enforcement practice of private international law in Uzbekistan.

Recall that from 30 May to 2 June 2022, a delegation of the Republic of Uzbekistan headed by the Minister of Justice of the Republic of Uzbekistan Ruslanbek Davletov takes part in the World Justice Forum (WJP) in The Hague (Netherlands).

The World Justice Forum (WJP) is a global event that brings together leaders from the public and private sectors every two years to advance the rule of law.
