Linguistic analysis of the Message of the President of Uzbekistan for 2023

Tashkent, Uzbekistan (UzDaily.com) -- Experts from the Center for Economic Research and Reforms (CERR) conducted a linguistic content analysis of today’s Address of the President of Uzbekistan Shavkat Mirziyoyev to the Oliy Majlis (Parliament). Using a cloud of words, analysts determined what the head of state emphasized the most.

The tradition of addressing the President of the Republic of Uzbekistan to the Oliy Majlis (Parliament) was first introduced in December 2017, and the issues raised in these Messages attract public attention every year.

Every year, in his Address to Parliament, the head of state announces the indicators of the outgoing year, places emphasis on the main directions of development of the republic, sets goals and objectives for the coming year.

A generalized analysis of previous Addresses made in recent years shows that such issues as economic development, social assistance, support for entrepreneurship, improving the welfare of the people, strengthening peace and tranquility have become an integral part of the annual addresses of the head of state.

The analysis (from the original language) showed the following:

The address of the President of Uzbekistan to the Oliy Majlis and the people of Uzbekistan lasted 2 hours and 25 minutes. Shavkat Mirziyoyev used a total of 6,502 words in his Message. The longest words consisted of 15 letters, on average, one word consisted of 7 letters.

Based on the speech of the President of Uzbekistan, we compiled a word cloud that shows what the head of state spoke about the most and highlighted the main words from this list, and this is what happened.

In his speech, the head of state focused on the need for further reforms in the field of improving the quality of education and healthcare, developing small and medium-sized businesses, supporting the mahalla and the need for administrative reform.

The main topics of the Message were "ta’lim" (education), "maktab" (school), "khalq" (people), "investment" (investment), "tadbirkorlik" (entrepreneurship), "constitution", "aholi" (population) , "mahalla" (mahalla), "energy".

In particular, the word “education” was mentioned 25 times, “school” 23 times, the words “personality” and “people” 22 times, the words “constitution” and “investments” 20 times, “entrepreneur” 19 times, “mahalla” 18 times.

An analysis of the distribution of words by direction showed that the emphasis was made as follows: most of the President’s speech was devoted to education, a lot was said about organizing a compact and efficient government, developing entrepreneurship, improving the energy sector and reforming the judiciary.

One of the landmark areas of the President’s Address for 2023 was education policy. Particular attention was paid to the issues of preschool education. It is investments in preschool education, which has been proven by scientific research, to a large extent affect the development of IQ and the social productivity of an individual. In particular, it is estimated that one dollar invested in preschool provides US$8 of indirect profit to the state over 15-20 years.

In conclusion, it should be noted that in Uzbekistan, spending on education is growing every year. If in 2021, the Ministry of Higher and Secondary Specialized Education was allocated 2.9 trillion soums from the State budget., and the Ministry of Public Education - 22.1 trillion soums, then this year the Ministry of Higher and Secondary Specialized Education will be allocated 4.1 trillion soums, and the Ministry of Public Education - 25.8 trillion soums. If in 2021, 98 billion soums were allocated to connect schools to the Internet, in 2022 198 billion soums will be spent.

The quality of education in the country, which, according to the World Bank General Secondary Education Assessment, ranks 57th out of 174 countries with 474 points, is increasingly improving, and the assessment system and assessment management capacity is realized at the level of international standards.
