Tashkent, Uzbekistan (UzDaily.com) - The Ministry of Justice of Uzbekistan has published for public discussion two draft presidential resolution “On additional measures to effectively organize anti-corruption activities.”
In particular, the draft resolution proposes, from 1 September 2021, to introduce a procedure for hiring on the basis of an open competition in state authorities and administrations, state unitary enterprises and institutions, organizations with a state share of more than 50%.
The document proposes, by 1 October 2021, to develop proposals on establishing a list of officials and employees of state bodies and organizations that are strictly prohibited from engaging in entrepreneurial activity.
Until 1 October 2021, it is proposed to develop a bill that provides for the invalidation of contracts concluded with the assumption of corruption, including a conflict of interest, and a restriction on the participation of civil servants in entrepreneurial activities.
The document proposes, from 1 October 2021, to establish the activities of internal anti-corruption structures in all state bodies and organizations. The new structures will identify and prevent corruption and eliminate its causes.
The developers of the draft resolution propose, starting 1 August 2021, to introduce the practice of obligatory announcement of the results of tenders (competitions) in the field of public procurement. This will help ensure transparency and legitimacy in public procurement and prevent corruption.
From 1 December 2021, it is planned to start publishing an annual rating of the effectiveness of anti-corruption work in all government agencies.
Also in Uzbekistan, they intend to take measures to form a database of declarations of income and property, create an electronic information system for their processing and verification until December 1, 2021, as well as integration with databases of tax, customs, state cadastre and other relevant authorities during 2022.
By 1 January 2022, it is planned to launch the "Electronic Corruption Risk Assessment System". The system will be integrated with information systems and databases of the relevant ministries and departments.
From 1 January 2022, it is planned to introduce a procedure for posting information on subsidies and other benefits on the Open Budget portal.
