Cabinet of Ministers cancels the requirement to turn on headlights in the daytime

Tashkent, Uzbekistan (UzDaily.com) -- On 17 December 2020, the Cabinet of Ministers of the Republic of Uzbekistan, taking into account the opinion of the public, adopted Resolution No. 796, which amended some government resolutions.

On the basis of this decision of the Cabinet of Ministers, the requirement to turn on headlights or daytime running lights, or fog lights on moving vehicles, which should have come into force on 1 January was canceled.

Starting from 1 January 2021, the dipped headlights must be switched on in the following cases:

- when vehicles are moving in an organized column;

- when transporting passengers by bus and route vehicle;

- with organized transportation of a group of children;

- when transporting dangerous, heavy and oversized cargo;

- when towing motor vehicles (on a towing vehicle);

- on motorcycles and mopeds.

This decision was made by the Government after studying the experience of foreign countries in driving in the daytime with the headlights on, internal analyzes and long studies.

In particular, according to the results of a study conducted by a number of American scientists in 2010, the accident rate for cars not equipped with daytime "headlights" is 1.73 times higher than for cars with daytime "headlights". Also, it was found that the coefficient of car accidents leading to death in cars without daytime "headlights" is 1.48 times higher, and accidents involving pedestrians are 1.77 times higher.

Based on this, in order to ensure the safety of cars that carry passengers, groups of children or dangerous, heavy and bulky goods, the requirement to move in the daytime with the "headlights" on remains.

Also, in Western countries such as Belgium, Germany, Greece, Austria, Spain, driving in the daytime with "headlights" on is mandatory for motorcycles and mopeds.

According to the previous edition, the rule on the compulsory movement of all cars with the dipped headlights or daytime running lights on during daylight hours was to come into force on 1 January 2021.
