Amendments related to the adoption of the Constitutional Law "On the state of emergency" approved

Tashkent, Uzbekistan (UzDaily.com) -- At the twenty-third plenary session of the Senate held today, the Law of the Republic of Uzbekistan “On amendments and amendments to some legislative acts of the Republic of Uzbekistan in connection with the adoption of the Constitutional Law “On the state of emergency” was discussed.

At the twenty-first plenary session of the Senate, the senators approved and in December 2021 the President signed the Constitutional Law "On the State of Emergency".

This Law serves as a program for action in protecting the rights, freedoms and legitimate interests of citizens in the event of a state of emergency.

The Law of the Republic of Uzbekistan “On Amendments and Amendments to Certain Legislative Acts of the Republic of Uzbekistan in connection with the adoption of the Constitutional Law of the Republic of Uzbekistan “On the State of Emergency” envisages the introduction of amendments and additions to 5 laws and 1 Code.

Thus, an addition is being made to the Law “On Regulatory Legal Acts” and a legal basis is being created for the President of the Republic of Uzbekistan to suspend existing by-laws for the period of the state of emergency in the territory where the state of emergency has been introduced.

In addition, the laws “On State Power in the Localities” and “On Self-Government Bodies of Citizens” are supplemented by norms providing for the full or partial suspension for the period of the state of emergency of the powers of public authorities in the field and self-government bodies of citizens in the territory where the state of emergency has been introduced in on the basis of the Decree of the President of the Republic of Uzbekistan on the introduction of a state of emergency.

Another important feature of the approved Law is that when a state of emergency is introduced for the period of the state of emergency, elections are limited throughout Uzbekistan or in some places.

The norms related to these restrictions are included in the Law “On Elections of the Chairman (Aksakal) of the Assembly of Citizens” and the Electoral Code.
