A unified electronic information system “E-ekspertiza” to be launched in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) - A presidential decree “On measures to improve the forensic expert system in the Republic of Uzbekistan” was adopted.

The decree approved the Concept for the development of forensic activities in Uzbekistan for 2021-2025 and a roadmap for the implementation of the concept in 2021-2023.

In accordance with the Decree, in the structure of the Republican Center for Forensic Expert Activity named after Kh. Sulaimanova under the Ministry of Justice, the Scientific Research Institute of Forensic Expertise without the formation of a legal entity was created.

The Institute carries out research work in the field of forensic examination. 

From 1 September 2021: 

- state and non-state forensic organizations are granted the right, on a contractual basis, to conduct research on various types of forensic examinations in accordance with requests from individuals and legal entities;

- in economic, civil and administrative proceedings, a lawyer is allowed to initiate an examination in forensic organizations at his request on a contractual basis;

- a mechanism for attestation of experts from non-governmental forensic organizations will be introduced once every 3 years. 

- from 1 March 2022, a unified electronic information system "E-ekspertiza" will be launched, designed to comprehensively automate the processes of collecting and processing information about forensic experts and expertise, bringing information to the public and authorized bodies in the field of forensic activities, as well as providing all types of information interaction with organizations involved in the implementation of expert actions. 

Also, personnel training in this area can be carried out according to the principle of dual training in universities, in specialist training courses for at least 6 months.

The decree also approved a list of types of expertise and research (16 items) that will be introduced in 2021-2025.
