Tashkent, Uzbekistan (UzDaily.com) -- A Presidential resolution “On measures to introduce a rating system for assessing the effectiveness of anti-corruption work” was adopted.
In accordance with the resolution, a system for rating the effectiveness of anti-corruption work will be introduced.
At the same time, the rating assessment is carried out on the basis of indicators established in the following 5 areas:
- creation and implementation in practice of mechanisms and legal frameworks for combating corruption in public organizations;
- implementation of measures to identify, assess and reduce corruption risks;
- the presence of actions of the heads of state organizations showing an uncompromising attitude towards corruption;
- awareness of employees about internal anti-corruption procedures, implementation of measures to improve knowledge and skills in this area;
- the effectiveness of promotional activities aimed at increasing the population's legal awareness and legal culture to combat corruption, the formation of an uncompromising attitude towards this negative phenomenon, in the context of the relevant area or industry.
The rating system of assessment will be introduced from 1 February 2022 as an experiment in the activities of 26 state organizations that implement the anti-corruption management system in their activities, and from 1 July 2022 - in all state organizations.
The rating assessment is organized through the electronic platform "E-Anticor.uz".
The effectiveness of anti-corruption work is assessed in a rating from 0 to 100 points and the effectiveness of the activity is divided into the categories "good", "satisfactory" and "unsatisfactory".
Based on the results of the rating assessment, the following measures will be taken:
- determination and implementation of measures to popularize the positive experience of state organizations in combating corruption, whose activities were rated “good”;
- making recommendations to state organizations, whose activities are rated “satisfactory”, for further improvement of their anti-corruption activities;
- ensuring the development of a program of measures aimed at eliminating shortcomings in combating corruption identified in state organizations rated “unsatisfactory”, and improving their activities in this direction, as well as - ----- hearing quarterly reports at meetings of the National Anti-Corruption Council relevant leaders regarding its implementation.
For two years in a row, the issue of applying disciplinary measures to the heads of state organizations has been considered, the effectiveness of combating corruption, which was recognized as “unsatisfactory”.
