A new stage in the development of military science in the Republic of Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) -- Military construction, like any complex, multifaceted process, covers many aspects of public life and is associated with the solution of a large number of tasks by state and military authorities. Therefore, within the framework of the Action Strategy being implemented in the republic, the defense bloc occupies an important place among the five priorities of the country’s development.

The large-scale work carried out in recent years under the leadership of the President of the Republic of Uzbekistan, Supreme Commander-in-Chief of the Armed Forces Shavkat Mirziyoyev, large-scale work to strengthen the country’s defense potential, increase the combat power and modernize the Armed Forces, has affected all areas of the national army.

A new Defense Doctrine was adopted, which clearly outlined the fundamental provisions of Uzbekistan’s military policy, formulated the tasks of the Armed Forces, goals, conditions and bases for their application, and also identified promising directions for development and further construction. The role of local government bodies in strengthening the country’s defense capability, patriotic education of young people, and ensuring the unity of the army and people has significantly increased.

The country’s defense system has been completely revised and refined. The planned equipping of troops with modern weapons and military equipment is being carried out. The quality of combat training has improved, which is confirmed by the success of our servicemen at the international Army Games, military and sports competitions. Comprehensive measures are being taken to create all the necessary conditions for the service and life of servicemen and their social protection.

Much and important work has been carried out towards the formation of a national defense-industrial complex. The State Committee for the Defense Industry began to function in full force, uniting all the specialized enterprises of the country in the field of production of military and dual-use products.

In strengthening the country’s defense capability and building a national army, an important place is given to the formation of its own military-scientific school, which is designed to support the efforts of the head of state with deeply calculated and well-grounded proposals for reforms.

The basic basis for this work was the recently adopted laws "On Science and Scientific Activity", "On Innovation Activity", as well as the "Concept for the Development of Science until 2030". Thanks to these and other organizational and practical measures taken at the state level, a harmonious system of continuous military education, training of military scientific and pedagogical personnel has been built in Uzbekistan.

At the top of this pyramid is the Academy of the Armed Forces, which today has become the central link and locomotive of military science in Uzbekistan. In the structure of the Academy, a research institute has been established and is successfully functioning, training of military scientists has been organized in the department of postgraduate education.

A little over a year ago, new, unique in structure and purpose, higher military educational institutions were formed - the Military Institute of Information and Communication Technologies and Communications, as well as the Military Medical Academy with its own research institute. The training of military pilots has been completely revised with the creation of a new educational and material base of the Higher Military Aviation School in the city of Karshi.

Military-academic lyceums "Temurbeklar maktabi", created on the personal initiative of the head of state, occupy an important place in the general system of continuous military education. These institutions have a modern infrastructure, modern classrooms, computers, gyms, recreation areas. Advanced innovative forms and methods of teaching have been introduced, conditions have been created for the formation of young boys’ interest in scientific research. For these purposes, the potential and capabilities of the scientific and pedagogical staff of the Academy are regularly attracted.

In general, the modern conditions created today in all military educational institutions ensure not only the purposeful training of military personnel in advanced forms and methods of teaching, but also the effective conduct of military scientific research.

The coordination of military scientific activities is carried out by a scientific and methodological council formed on the basis of the Armed Forces Academy. At the same time, close cooperation and interaction has been established with more than 35 national higher educational institutions and research centers.

The study of the methodology of scientific research and training of military scientific personnel is also carried out in the framework of cooperation with 30 military educational institutions and scientific centers of foreign countries. As practice shows, close interaction with foreign specialists greatly contributes to more effective training of cadets and officers, applicants and teachers, the development of their military-professional thinking, and an increase in knowledge in scientific research.

As a result, over the past few years, the scientific potential of the Armed Forces Academy has grown significantly. Almost half of the teachers have an academic degree or academic title. At the end of 2020 alone, 15 teachers were awarded the academic title of "Associate Professor".

Today, at a new stage in the development of military science, actual directions of military scientific research and training of military scientific and scientific-pedagogical personnel of the highest qualification have been determined. The range and scope of research developments has expanded, an effective mechanism for coordinated planning, methodological guidance and practical implementation of research results has been developed.

Servicemen are actively involved in scientific research on topical issues of the theory and practice of building the Armed Forces, the development of military art, and military history.

The practice of conducting internships for the teaching staff in educational institutions of the USA, Germany, France, China has been established. Several officers are trained in the full-time adjunct of the Academy of the General Staff of the Russian Armed Forces, as well as on a part-time basis in Belarus. This allows one to acquire the most advanced experience and knowledge in the field of military science achievements of the world powers.

Taking into account the high need for military scientific personnel, the number of students in the basic doctoral studies of the Academy of the Armed Forces has been increased to 15 people. Independent applicants are 72 servicemen, including representatives of the National Guard, the Ministries of Internal Affairs, Emergencies, and the State Customs Committee of the Republic of Uzbekistan. Thus, a solid reserve of scientific personnel is being created to intensify research work on topical problems of modern military science.

It is gratifying that the Uzbek military personnel began to regularly publish in various scientific international and republican publications presenting the results of their research. Last year alone, 114 scientific articles were published, including 14 publications in journals registered in the Scopus bibliographic database. More than 200 articles were published in republican scientific journals during the year.

An important place in the system of military scientific activity is given to international military scientific events. In the context of a pandemic in 2020, 27 conferences were held online, including 8 international, 21 round tables, as well as 11 scientific seminars.

The President of Uzbekistan always emphasizes the decisive role of the young generation in the progress of any society, and the creation of ample opportunities for young people is a priority of state policy. This message became the starting point for the creation and organization of effective service activities of the scientific platoon of the Armed Forces Academy. Talented guys who have passed a special selection during the period of urgent military service make a worthy contribution to the development of the Armed Forces. With the appropriate basic training, servicemen, under the guidance of experienced officers, develop interactive electronic textbooks and manuals, create software products for automating various processes, and also conduct independent research in certain areas. As a result, innovative ideas and developments are introduced into the practice of training troops.

Questions of the further development of military science are constantly in the field of vision of the country’s leadership and the Armed Forces. In this regard, at a meeting of the Security Council in January 2021, specific organizational and practical measures were identified to raise research activities to a new qualitative level and ensure its high efficiency.

The effective implementation of the tasks set by the President will ensure purposeful work on training highly qualified military scientific personnel, scientifically grounded support of ongoing reforms in the Armed Forces and, in general, effective achievement of the strategic development goals of Uzbekistan in the field of strengthening the country’s defense capability.
