Tashkent, Uzbekistan (UzDaily.com) -- An expanded meeting of the Kengash of the Senate of the Oliy Majlis of the Republic of Uzbekistan was held on 25 August 2020. It was attended by representatives of the Presidential Administration, the Cabinet of Ministers, relevant ministries and departments, as well as media workers.
The session was chaired by the Chairman of the Senate of the Oliy Majlis Tanzila Narbaeva.
During the meeting, the results of the study of the state of implementation of legislation, law enforcement practice and the monitoring of the adoption of by-laws, as well as issues of improving the legislation of the socio-economic sphere of the Republic of Uzbekistan based on the problems that arose during the coronavirus pandemic, were considered.
It was noted that in recent years, a number of laws have been adopted aimed at improving various spheres of society, a solid legal base has been created. Since 1 July 2020, a "package" principle has been introduced for the preparation of draft normative legal acts.
The upper house of parliament has also taken a new direction. Thus, the Senate Committees studied the state of implementation of some existing laws, law enforcement practice and monitored the adoption of bylaws. As a result, a number of norms were revealed that need to be revised and improved.
During the meeting, attention was focused on the fact that the absence of specific mechanisms in some laws, the presence of reference norms and regulation of the sphere mainly by bylaws lead to many problems in practice. This issue was discussed with the participation of senior officials of the Cabinet of Ministers, relevant ministries and departments.
It was noted that despite the adoption of the Law "On Public Procurement", about 20 by-laws are in force to regulate this area, in which there are conflicting norms.
There are also some problems in the implementation of the norms of the Law “On Administrative Procedures”. For some state services provided by the agencies "Uzarchiv" and "Ozstandart" to individuals and legal entities, administrative regulations have not been developed, regulation is carried out by internal documents. In addition, the study of the implementation of the Law "On Mediation" also showed the presence of some shortcomings in the implementation of its provisions.
In addition, it was emphasized that the laws “On the Export and Import of Cultural Property”, “On Copyright and Related Rights”, “On Special Economic Zones”, “On Investments and Investment Activity”, “On Private Banking and Financial Institutions and Their Guarantees activity ", as well as a number of other existing laws must be reviewed and improved in accordance with modern requirements.
In this regard, the need was noted for a radical revision of legislative acts, improving the quality of their systematization, the processes of developing and adopting regulatory legal acts, improving monitoring of the implementation of laws, phasing out organizations that adopt departmental regulatory legal acts.
At the meeting, the discussion centered on the issue of improving the current legislation of the socio-economic sphere of the Republic of Uzbekistan, based on the problems that arose during the coronavirus pandemic.
It was noted that prompt and specific targeted measures taken by the state and the government of the country to prevent the spread of coronavirus infection COVID-19 are yielding effective results.
As you know, during the coronavirus pandemic, distance education has been established, as well as distance provision of services in other areas. Support was provided to entrepreneurs and families in need of social support.
In accordance with the efforts in this direction, the parliament has also done some work. The pandemic has shown that it is necessary to bring in line with modern requirements not only legislation in the field of medicine, education, but also legislation in the field of economics and, in general, in a number of other areas. In turn, some laws were adopted and improved.
The Kengash of the Senate, based on the problems that arose during the pandemic, approved an action plan and a working group on further strengthening the legal framework for strengthening social protection of the population and ensuring the stability of economic sectors.
The need to ensure openness and transparency of the work of the working group, its interaction with the public, representatives of the media, as well as the effective use of the possibilities of the Youth Parliament was noted.
