Tashkent, Uzbekistan (UzDaily.com) -- An online international forum will be held on 3-4 March 2021, providing an opportunity to discuss where Uzbekistan stands in its recovery from COVID-19, and how government, business, and society can come together and put in place new policies and incentives for green recovery.
Bringing key stakeholders to the table, this forum will be co-organized by the UN and UNDP (technical leads of the UN socio-economic response to COVID-19), the European Union, the United Nations Economic Commission for Europe (UNECE) and the Government of Uzbekistan represented by the Ministry of Economic Development and Poverty Reduction, the Centre of Hydrometeorological Services (Uzhydromet) and the State Committee for Ecology and Environment Protection.
In recent years Uzbekistan has developed and adopted policies and measures to support climate change mitigation and adaptation. Most prominently the ‘Strategy for the transition of the Republic of Uzbekistan to a green economy in the period of 2019-2030’ was adopted in October 2019, setting targets for reducing emissions by increasing energy efficiency, enhancing use of renewable energy, improving resource efficiency and crop yields, and limiting land degradation.
The strategy sought to ensure climate change would not limit future growth prospects, undermine poverty reduction progress, or adversely impact food security, particularly in rural areas like those surrounding the former Aral Sea, which are set to become a Zone of Ecological Innovation and Technologies. However, its implementation was severely limited by the COVID-19 pandemic, with resources being shifted to address immediate health and economic priorities. Before 2020 the national impetus to deliver Nationally Determined Contributions (NDCs) to the Paris Agreement on Climate Change was on track, but the necessary response to COVID-19 dampened this momentum.
While calls for a radical rebalancing of nature, climate and economies had emerged before 2020, COVID-19 underlined again that public health is linked to climate and nature, and it brought a historic opportunity to initiate a green recovery through sustainable use of natural resources and climate change mitigation and adaptation. It triggered a call to build forward better, with the UN Secretary General’s office creating six climate positive actions to recover from COVID-19. As Uzbekistan rises from the immediate threats of the COVID-19 outbreak, it is essential that it uses an opportunity to recover from the crisis along a low-carbon, greener pathway, making strategic investments that decouple economic recovery from increases in GHG emissions.
The upcoming forum on 3-4 March will have three key objectives, which will help advance Uzbekistan’s green recovery:
Contextualize what it means for Uzbekistan to build forward better with a focus on green recovery and bringing all stakeholders together.
Provide a platform for discussing how policies for renewables, energy efficiency, climate mitigation, and many other matters comprising the transition to a green economy in Uzbekistan can help rebuild a better and more resilient society and economy, while reducing pressures on natural resources and environment.Formulate recommendations and practical actions on ‘building forward better’ to support the Government of Uzbekistan in its green economic recovery during and after the COVID-19 outbreak.
This event will be held as an online video conference via the Zoom platform, in English with simultaneous interpretation to Russian and Uzbek, and with online registration of participants being provided through Google forms. The event will be broadcast live on YouTube.
