Uzbekistan to Accelerate Legalization Procedures for Unauthorized Land Plots and Buildings

Tashkent, Uzbekistan (UzDaily.com) — At a session of the Legislative Chamber of the Oliy Majlis, a draft law “On Amendments to Certain Legislative Acts of the Republic of Uzbekistan” was considered in its second reading. The legislation aims to speed up the procedures for recognizing rights to unauthorized land plots and buildings constructed on them.

The draft law introduces amendments to the Laws “On Recognition of Rights to Unauthorized Land Plots and Buildings Erected on Them” and “On State Registration of Rights to Real Estate.”

Key changes include reducing document review times, defining procedures for entering data into the automated information system, clarifying the concept of tax arrears, establishing rules and conditions for installment payments for acquiring land lease rights, and improving mechanisms for handling complaints related to the recognition of rights.

To eliminate overlapping norms, a separate definition of tax arrears is introduced: land tax arrears for the plot and property tax arrears for buildings or structures on it. Tax arrears are recognized as amounts exceeding thirty times the base calculation unit.

The law’s provisions are intended to remove obstacles to recognizing the property rights of individuals and legal entities, while protecting citizens’ interests.

The draft law was approved by deputies and sent to the Senate for further consideration.
