Senate Legislative Proposal on Modernizing Local Kengashes Approved by Legislative Chamber

Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis reviewed a Senate legislative proposal aimed at improving the functioning of local Kengashes of People’s Deputies and strengthening their role in the territorial governance system.

The proposed amendments envisage the introduction of the position of Deputy Chairperson of a local Kengash, who would simultaneously serve as head of the Kengash Secretariat. The deputy will be granted authority to appoint and dismiss Secretariat staff, enhancing the operational efficiency and management of the body.

Additionally, to address urgent matters between sessions, the proposal introduces the institution of the Kengash Presidium with clearly defined procedures. The plan also includes the practice of “Kengash Hour,” during which local executive authorities will meet with deputies and public representatives to discuss pressing social issues.

These measures are designed to improve the effectiveness of local government bodies, enhance interaction with the public, and strengthen the role of local Kengashes in the territorial governance system.

The legislative proposal was approved by the corresponding decision.
