Healthcare System Modernization Bill Passed in First Reading by Legislative Chamber

Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis reviewed in first reading a draft law aimed at improving the provision of medical services included in the guaranteed healthcare package, as well as regulating the professional activities of medical and pharmaceutical personnel.

The bill introduces amendments and additions to the Laws “On the Protection of Public Health” and “On Medicinal Products and Pharmaceutical Activities.”

Under the new provisions, the types of medical care classified as additional services in primary healthcare institutions are clarified, and the right of individuals who have completed state registration to practice medicine and pharmacy is formalized.

Specifically, medical services provided beyond the guaranteed package will be considered additional and offered on a paid basis. Additional services also include care for citizens who seek medical attention without a referral from a family doctor or medical team, except in cases of emergency and urgent care.

The bill also strengthens the legal framework for implementing an innovative healthcare management model and for the state registration of medical and pharmaceutical personnel.

Adoption of these provisions is expected to improve the quality of medical services, introduce innovative healthcare management practices, and prevent unqualified individuals from practicing medicine or pharmacy.

The draft law was passed by deputies and sent to the Senate for further consideration.
