Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis has considered in first reading a draft law “On Amendments and Additions to the Code of Administrative Liability of the Republic of Uzbekistan,” prepared by a group of deputies under their legislative initiative.

In recent years, Uzbekistan has consistently implemented systemic measures to ensure public order, safety, and crime prevention. Based on targeted “roadmaps” at the regional, district, city, and mahalla levels, a system of social prevention has been established, alongside expanded digital monitoring of public spaces.

Nevertheless, certain areas still experience conditions conducive to offenses. Deputies, through regional visits, crime situation analysis, citizen dialogues, and problem assessments, formulated relevant legislative initiatives.

The draft law introduces administrative liability for the unauthorized disposal of pledged property by the person entrusted with it, if such actions cause minor or insignificant damage. This provision aims to close a legislative gap and expand opportunities to hold individuals accountable for this type of offense.

Additionally, the draft establishes administrative responsibility for the use of obscene language, insulting or indecent statements, and other acts that violate public order in telecommunications networks and on the Internet. This measure is intended to maintain public calm and strengthen societal order.

The bill also introduces liability for the dissemination, promotion, or display of materials encouraging participation in armed conflicts or military actions abroad or on behalf of foreign states. Similar accountability applies to media and online publications that glorify offenses committed by the publisher, preventing their popularization and imitation.

The adopted measures are aimed at creating a safe social environment, preventing new types of offenses, eliminating negative influences on the population—particularly youth—and enhancing the effectiveness of administrative enforcement.

The draft law was approved by deputies in its first reading.
