Tashkent, Uzbekistan (UzDaily.com) - A round table on improving the anti-corruption compliance control system was held at Uzbekneftegaz. It was attended by representatives of the Accounts Chamber of the Republic of Uzbekistan, the Anti-Corruption Agency of the Republic of Uzbekistan, the United Nations Development Program in Uzbekistan and the international audit consulting company KPMG.
At the round table, it was emphasized that Uzbekistan pays great attention to the development of the anti-corruption and compliance control system in the Republic of Uzbekistan, in particular, on the basis of the Decree of the President of the Republic of Uzbekistan No.PP-4664 from 4 April 2020, a compliance control system has been established in the departments and enterprises of the company.
Experts of the international auditing consulting company KPMG Irina Burdikova and Igor Lebedev spoke about the stages of implementation of compliance control in Western countries and the CIS, about the effectiveness of the compliance control system in large international commercial companies, in particular at leading oil and gas enterprises, and also noted with satisfaction that in Uzbekistan the fight against corruption is being carried out at a new level.
In addition, representatives of the Accounts Chamber and the Anti-Corruption Agency of the Republic of Uzbekistan touched upon a number of large-scale reforms carried out in the field of combating corruption in government bodies and business entities.
The timely and effective implementation in the system of Uzbekneftegaz of the tasks defined in the Roadmap approved by the Administration of the President of the Republic of Uzbekistan, aimed at countering the shadow economy and preventing corruption in the Republic of Uzbekistan for 2020-2021, was also highlighted.
And also, the Department of Financial and Compliance Control of Uzbekneftegaz was informed about additional measures aimed at combating theft of the Company's property, improving social and working conditions of employees, as well as combating and preventing the shadow economy and corruption.
In particular, a number of works are being carried out to radically update the procurement system in the Company, increase the responsibility of process participants from the formation of applications to procurement and the application of appropriate control measures, as well as automate this system.
One of these measures is the application of control measures aimed at preventing cases of violations in the construction sector implemented in the Company and the development of appropriate regulatory documents.
In addition, in order to ensure transparency in hiring, vacancies are being published on the Internet and on the official pages of the society in social networks, and testing has been established in real time.
The areas with a high level of corruption risks and risks of conflict of interest and the application of additional control measures to them are analyzed separately. At present, an automated accounting, control and monitoring system has been introduced as an experiment at Kuchlikskaya Neftebaza LLC, and it is also planned to implement similar measures at other oil depots.
At the enterprises of the Uzbekneftegaz JSC system, a corporate information system is being introduced, aimed at monitoring and managing organizational, financial and economic processes, reducing the human factor and preventing corruption risks, as well as increasing production efficiency.
Detailed information was also provided on the ongoing work on the implementation of digital technologies, automation of the production process control system and increasing the level of accuracy in keeping records of natural gas.
At the end of active debates and negotiations, the parties reached an agreement on the advisability of organizing round tables and joint meetings to exchange views.
