Tashkent, Uzbekistan (UzDaily.com) - From 1 July 2020, a system of reference pricing for medicines of domestic and foreign production is being phased in, Dunyo news agency reported.

This procedure is established by the resolution of the President of the Republic of Uzbekistan “On additional measures to deepen reforms in the pharmaceutical industry of the Republic of Uzbekistan” on 30 December 2019.

This system envisages the selection of at least 10 reference countries belonging to the group of countries with a high, above average or below average per capita income, submission to the registering body by the holder of the registration certificate or its authorized representative of the manufacturer’s selling price in the country of origin, reference countries and Uzbekistan the same manufacturer with the same active substance, taking into account the dosage form, number of units in the package, dosage, concentrate nation, volume and packaging, registration of marginal prices for each trade name of the medicinal product and others.

The Concept of development of the pharmaceutical industry of the Republic of Uzbekistan in 2020-2024 was also approved, and the Program of measures for the implementation in 2020 of the Concept of development of the pharmaceutical industry of the Republic of Uzbekistan in 2020-2024.

In accordance with the document, from 1 July 2020, the institute of the "secret buyer of pharmaceutical products" is being introduced. Its main tasks are monitoring and evaluating compliance by medical organizations and pharmacies with the requirements of the legislation governing the prescription procedure and setting price limits for the brand name of a medicinal product, collecting information and monitoring, involving civil society institutions and others in collecting information and monitoring, and others .

Until 1 March 2020, the procedure for registering the prices of medicines within the framework of the reference pricing system and the list of reference countries will be approved. By 1 July, registration of maximum prices for each trade name of a medicinal product included in the List of Essential Medicines will be provided.

According to the resolution, the Ministry of Health of the country will approve the Regulation on the procedure for preparing prescriptions for the international nonproprietary name of medicines, providing for liability measures applicable to employees of medical organizations, regardless of ownership and departmental affiliation, for violation of this requirement, the Procedure for organizing events within the framework of the application of the “secret the buyer of pharmaceutical products ”, etc.

By 1 May 2020, the Cabinet of Ministers was instructed to introduce a draft law in the Legislative Chamber of the Oliy Majlis, which stipulates the introduction of administrative and criminal liability of medical workers and other persons for violation of the requirements for prescribing medicines prescribed by law, amending and supplementing the Law on Protection health of citizens ”in terms of establishing a ban on medical rewards from pharmaceutical organizations and pharmacies by medical workers or any other incentives of a material or intangible nature for the appointment and dispensation of certain drugs.
