Uzbekistan Tracks Waste Collection for 24 Million Residents via “Toza Makon” System

Tashkent, Uzbekistan (UzDaily.com) — In 2025, solid waste collection services under the unified billing system “Toza Makon” covered 87% of the country’s mahallas, the press secretary of the Waste Management Agency, Dilnoza Kamilova, said.

The system enabled monitoring of sanitation services in 8,105 mahalla citizen assemblies out of 9,452 registered nationwide. These areas are home to 23.9 million people, accounting for about 64% of Uzbekistan’s population.

Over the year, residents paid a total of 1.304 trillion soum for waste collection services, equivalent to 90% of the total billed amount of 1.454 trillion soum. The accumulated receivables, including previous years, reached 622.7 billion soum. Meanwhile, the “Toza Makon” system wrote off 211.9 billion soum in debts for services that were not actually provided.

The total number of subscribers in the billing system reached 7.3 million. Of these, 98.1% were registered using cadastral numbers, and 91.6% were linked to individuals’ personal identification numbers (PINFL).

As of December 1, private investments in the sanitation sector amounted to 386.5 billion soum. These investments allowed enterprises to acquire 384 units of specialized equipment, 5,700 waste containers, four waste sorting complexes, and 16 recycling installations, as well as put 33 new waste collection sites into operation.

Throughout the year, surveillance cameras were installed at 830 waste collection sites and on 714 garbage trucks. In addition, 95% of all operational garbage trucks in the country — 3,230 out of 3,419 — are equipped with GPS trackers, enabling real-time monitoring of their movements and activities.

The average efficiency of sanitation enterprises across Uzbekistan reached 55.5%. Of 113 organizations, 30 were classified in the “green” category, 57 in the “yellow,” and 28 in the “red.” Fourteen enterprises remained in the “red” zone for six consecutive months. Five of them are located in Andijan region, another five in Kashkadarya, two in Fergana, and one each in Namangan and Surkhandarya regions.

Starting November 1, Tashkent implemented a mechanism to limit electricity payments for subscribers with outstanding waste collection debts. In the first week, approximately 25,100 residents received notices totaling 2.24 billion soum in arrears. After a five-day period, restrictions were applied to 6,000 subscribers.

In December, the system was rolled out nationwide. That month, 231,000 subscribers received warnings from the Regional Electric Networks regarding debts totaling 20.1 billion soum, with 9.4 billion soum paid within the first five days.

The Agency clarified that these restrictions apply only to waste collection debts incurred after July 1, 2025, and do not affect prior arrears. Each month, information on debtors is transmitted from the Toza Makon system to HET Billing by the 3rd day.

It is worth noting that the Territorial Administration of the Competition Committee in Tashkent region identified violations in five enterprises providing household waste collection services. The inspection revealed that residents of certain buildings did not actually receive services, yet were charged, and waste removal was carried out incompletely.
