Ministry of Economy of Uzbekistan developed a draft resolution of the President “On programme on reducing energy consumption, introduction of energy saving technologies and systems in sectors of economy and social spheres for 2015-2019”. The document was placed to Single state interactive services portal for discussion.
The programme envisages implementation of investment projects directed at eliminating old equipment, which does not meet modern requirements, from use and replaced with modern energy efficient equipment.
From 1 January 2017, Uzbekistan can introduce order in line with which reconstructed and new objects of construction will be accepted only if energy efficiency measures implemented and modern electronic meters of accounting energy resources installed.
Objects will be linked to gas and electricity networks only if energy saving technologies were installed, which should be approved by Uzgosenergonadzor and Uzgosneftegazinspektsiya.
UzStandard Agency in cooperation with other bodies should develop parameters and methodologies of energy efficiency of technological equipment, based on international experience and criteria.
Supply and installation of modern electronic equipment for accounting energy resources to population and social objects will be carried out by enterprises of Uzbekneftegaz and Uzbekenergo, the draft resolution said.
UzStandard Agency and its territorial branches, as well as certified laboratories will examine energy meters at enterprises due to own resources of enterprises and population – due to resources of Uztransgaz and Uzbekenergo.
The enterprises should finance replacement of old meters of energy resources due to own resources, while Uztransgaz and Uzbekenergo will finance replacement of meters of population with stage-by-stage compensation of expenses to payments for consumed electricity and natural gas, as well as loans of commercial banks and international financial institutions.
