Uzbekistan Parliament Approves Law on Construction Oversight
Tashkent, Uzbekistan (UzDaily.com) — At its latest session, the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan reviewed in the second reading a draft law aimed at improving state supervision and management in the construction sector. The discussion was conducted in stages, examining each article of the draft.
Deputies noted that in recent years, the country has undertaken systematic work to prevent illegal construction, meet the population’s housing needs, and reduce violations in urban development.
At the same time, cases of residential buildings being erected without approval from authorized bodies have been recorded, as well as partial non-compliance with seismic safety standards at certain sites.
The draft law strengthens accountability for unauthorized construction of apartment buildings. In particular, new provisions are added to the Code of Administrative Liability, and repeated violations may result in criminal liability.
The law also introduces the concept of a “master plan” as a distinct type of urban planning documentation. This tool is intended to enable comprehensive territorial development, resolve existing problems, and coordinate socio-economic and environmental approaches.
The new provisions are designed to ensure high-quality construction of facilities, primarily residential buildings, for which demand continues to grow.
During preparation for the second reading, the committee revised several provisions based on deputies’ suggestions, taking into account the interests of entrepreneurs.
The adoption of the law aims to ensure legality in urban development, prevent illegal construction, protect citizens’ rights, and promote safe and quality housing construction.
After the discussion, the draft law was approved by the deputies and sent to the Senate for further consideration.
