Uzbekistan Expands Tools for Public Oversight and Fiscal Transparency
Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan is implementing a new set of measures aimed at enhancing the transparency of the tax system, strengthening public oversight, and consolidating a sustainable revenue base for local budgets.
These initiatives are being carried out under the Presidential Decree “On Measures to Increase Tax Collection and Encourage Active Taxpayers.”
Quarterly Evaluation of Tax Authorities
Starting in 2026, public opinion on the performance of tax authorities will be regularly monitored.
Quarterly surveys of citizens, entrepreneurs, and civil society representatives will become mandatory, and the results will be openly published in the media. This mechanism is intended to increase the accountability and transparency of government structures in taxation.
Transparency of Tax Compliance for Public Servants
For the first time, public reporting on the tax compliance of government employees will be introduced.
Consolidated information on any tax arrears will be posted quarterly on the official website of the State Tax Committee, no later than the 25th day of the month following the reporting period. This measure aims to promote exemplary behavior among civil servants and enhance their responsibility.
New Portal to Improve Tax Literacy
By 1 March 2026, the State Tax Committee will launch a modern interactive portal, which will include:
Electronic learning materials on taxation for all age groups;
Educational games, manuals, and videos;
Advisory services and practical recommendations for citizens and businesses.
Simultaneously, awareness campaigns will be regularly conducted in schools and public spaces under slogans such as:
“Pay Taxes — Contribute to the Future,”
“Taxes — The Foundation for Mahalla Development,”
“Paid Taxes — The Basis for Business Growth.”
Tax literacy materials will also be distributed freely through the media as social information.
Integration of Arrears Data into Mobile Applications
The Central Bank, together with commercial banks and payment organizations, will implement a mechanism to display individuals’ tax arrears directly on the main screens of mobile applications.
This will allow citizens to promptly monitor their obligations and fulfill them on time.
Establishment of the Institute of Fiscal Research
Under the Ministry of Economy and Finance, a new Institute of Fiscal Research will be established, taking over the functions of the former Institute of Budget and Tax Research.
The main objectives of the institute will include:
Analyzing factors contributing to the shadow economy and developing proposals to reduce it;
Investigating causes of tax arrears and formulating measures to mitigate them;
Improving tax and customs administration;
Evaluating the effectiveness of fiscal policy;
Forecasting budget revenues and expenditures;
Preparing proposals to strengthen the revenue base of local budgets.
Strengthening Tax Culture and Public Trust
These initiatives are designed to enhance fiscal awareness among citizens and entrepreneurs, improve access to tax information, and implement fair and transparent mechanisms for generating budget revenues.
Overall, the new measures are expected to significantly strengthen the interaction between tax authorities and society, ensure transparency in their activities, and foster higher levels of tax compliance across the country.
