Tashkent, Uzbekistan (UzDaily.com) — The Competition Committee of the Republic of Uzbekistan has issued guidance on the registration of IMEI codes for mobile devices and the responsibilities of businesses.

The clarification comes in response to citizen inquiries regarding unregistered IMEI codes after device purchases and the need for repeated registration. Relevant ministries, agencies, and system operators were involved in reviewing the situation.

According to the committee, 147 inquiries were received in 2025 on this issue. Of these, 55 were resolved positively, 89 received legal explanations, and three were referred to authorized authorities.

Under consumer protection legislation, manufacturers, importers, or sellers are required to provide accurate product information and ensure proper functioning during the warranty period.

Per Cabinet of Ministers Resolution No. 778, the responsibility for registering IMEI codes lies with business entities. The obligation to register all IMEI codes falls on the manufacturer, importer, or seller.

The committee emphasized that buyers are not required to register IMEI codes themselves. In retail, sellers must provide devices that are already registered and are prohibited from imposing additional services.

Violations of these requirements by entrepreneurs will result in enforcement measures in accordance with established procedures.
