Uzbekistan Approves Draft Law on Forensic Expert Activity in First Reading
Tashkent, Uzbekistan (UzDaily.com) — At a session of the Legislative Chamber of the Oliy Majlis, deputies reviewed the draft law “On Forensic Expert Activity” in its first reading.
The document defines the legal status of non-governmental forensic experts and allows scientific institutions and organizations to carry out forensic expert activities in line with their specialized fields.
According to the draft law, the body or individual appointing a forensic examination may, on their own initiative or at the request of the head of a state forensic organization, involve specialists from foreign countries as forensic experts.
This measure aims to facilitate broader application of advanced international practices in conducting forensic research.
The draft law also stipulates that research and the issuance of expert opinions upon requests from lawyers, as well as inquiries from individuals and legal entities, may be carried out by both state and non-state forensic experts under contractual arrangements.
To enhance the reliability and accuracy of forensic expert activity, the draft proposes establishing accreditation and validation institutions, as well as a Chamber of Forensic Experts. This new body will unite non-state experts, provide them with support, and perform a range of specialized functions.
Deputies noted that in preparing the draft law, legislative acts from foreign countries regulating the forensic sector were studied and taken into account.
Following the discussion, the draft law was approved by deputies in the first reading.
