Uzbekistan and UNDP Develop Roadmap to Reduce Emissions in the Economy
Tashkent, Uzbekistan (UzDaily.com) — The United Nations Development Programme (UNDP), in collaboration with Uzbekistan’s Ministry of Economy and Finance, held a high-level technical training focused on implementing mechanisms under Article 6.2 of the Paris Agreement.
The initiative aims to strengthen Uzbekistan’s readiness to participate in international carbon markets and utilize the Joint Crediting Mechanism (JCM). It is part of a joint UNDP-government project promoting innovative decarbonization solutions for buildings and public transport, with financial support from the Government of Japan. The hybrid event brought together ministry officials, state enterprises, private sector representatives, and international experts.
Opening the session, Temur Malik Narzikulov, Director of the Green Economy Project Center, reaffirmed Uzbekistan’s commitment to accelerated low-carbon development. UNDP Climate Cluster specialist Isomidin Akramov highlighted the strategic importance of cooperative approaches for accessing climate finance and transferring advanced technologies.
International experts from the Institute for Global Environmental Strategies (IGES), including Kazuhisa Koakutsu and Rabhi Abdisaleem, presented an in-depth overview of the Article 6 framework, emphasizing internationally transferred mitigation outcomes (ITMOs), corresponding adjustments, and national authorization procedures. Participants examined monitoring, reporting, and verification (MRV) systems and operational project cycle management under JCM.
The interactive training allowed experts and national partners to assess Uzbekistan’s institutional readiness. Priority sectors for decarbonization were identified, including renewable energy, energy efficiency, and industrial production. A preliminary action matrix was drafted, outlining specific steps for implementing carbon market mechanisms.
The project supports not only reduced energy consumption in public buildings but also the achievement of national sustainable development goals. Since 2021, Japan has allocated over US$77 million under UNDP’s Climate Promise initiative, which supports climate measures in 28 countries, including Uzbekistan. UNDP confirmed its continued support for expanding access to innovative financing and advancing a sustainable green economy while preserving environmental integrity.
