The law was passed by the Legislative Chamber on 15 August 2017 and approved by the Senate on 24 August 2017. The law came into force on 30 August 2017.
The law sets organizational and legal conditions for formation of the Kengashes (Councils) of People’s Deputies in the districts of Tashkent. This is done to expand the budgetary powers of local authorities, their role in implementing the most important measures of social and economic development of the districts of the capital of Uzbekistan.
Currently, the legislation of Uzbekistan does not envisage formation of the district Councils of People’s Deputies in Tashkent.
The law amends several documents, including Constitution of Uzbekistan, laws “On state power in the places”, “On election to region, district and city Councils of People’s Deputies”, other legislative acts.
It is expected that the elections to the district Councils of People’s Deputies of Tashkent will be held on Sunday of the third decade of December 2017.
According to this law, newly elected deputies of the district Councils of People’s Deputies of the city of Tashkent will exercise their powers until election of new formation of deputies.
In addition, the law establishes the procedure for the approval of khokims in districts of Tashkent, as well as the hearing of their reports by district Councils of People’s Deputies.
The document said that elections to the district Councils of People’s Deputies of Tashkent city will be held on the first Sunday of the third decade of December 2017.
